Incremental Cost Rational GEF finances global benefit… eg climate change, globally significant biodiversity conservation..but most GEF projects contribute to national benefits eg employment, health, education … so most projects are co-financed
Incremental Cost Rational: example Example: Hot water boilers - switching from oil to biomass Global benefit: –Reduction in GHG’s (RE energy source) National benefit: –A reduction in the costs of heat supply
