PROJECT OVERVIEW

91 PROJECT Extends the 91 Express Lanes from the Orange County Line to I-15 in Riverside County Adds a new general purpose lane in each direction Rebuilds several interchanges Makes needed street and access improvements in the City of Corona Constructs a number of auxiliary lanes at key locations to ease access on and off freeway

PROJECT NEED CONGESTION RELIEF 91 is main route between two counties 280,000 vehicles daily, 140,000 more by 2035 Second worst commute in U.S.; 8 hours of traffic congestion per day (Reference: INRIX National Traffic Scorecard 2010 Annual Report 100 Most Congested Corridors) SR-91 at Green River - Corona

ESTIMATED PROJECT COST AND FUNDING APPROACH $1.4 billion – project cost – Three-legged funding stool Toll revenue bonds Federal loan (TIFIA – Transportation Investment Finance Innovation Act) Measure A sales tax (and other public funds) Funding approach – First, maximize use of toll revenue bonds and federal TIFIA loan – Second, use Measure A funds to close any funding gap
