Carboni - Muon Meeting – This meeting we should try to freeze what can be frozen Since we are facing a difficult situation (both in chamber and electronics) it is dangerous and/or a waste of time to keep too many options open What is still undecided (or was undecided until recently), or not fully clear Shippings to Russia and inside Italy HV (and LV?) connectors on chambers M1R2: MWPC or GEMs? HV system LV Power Supplies CARIOCA packaging CARIOCA and CARDIAC test Installation of final electronics: where? when? Manpower for installation

G. Carboni - Muon Meeting – a) the number of GEM chamber to build increases by 400% b) manpower problems, as stated clearly by Gianni in the meeting we had in LNF. We are already having small but disturbing manpower problems here and there, and we should have a reserve for our "core business", i.e. MWPC. c) moreover, we have surely underestimated the manpower needed for installation and commissioning of the system. Keep in mind that our present schedule foresees the production continuing during the installation phase. We need in any case more people. d) extra efforts needed at all levels to convince LHCb Management, LHCC, INFN and to justify the fact that we did not take a decision etc, but uncertainty of the outcome. Possible delay of the TDR Addendum. e) undefined planning for at least one year. Extra Milestones. f) more complicated gas system (recirculation) and extra costs, more effort to be put on the gas system design One could simply say in the TDR that of course the GEM are a possible solution also for R2, but that we stick to R1. In the (not unlikely) case that we have to stage M1, we could perhaps resurrect the GEM in R2 option later if i) there is an (unlikely) availability of manpower, ii) plus plenty of available funding from INFN Problems with GEM in R2

G. Carboni - Muon Meeting – GEM in R2? My Mail of March 10 Dear friends I personally believe that we should give up the GEM in R2. We are quite sure that MWPC will work for many years in R2 and, as Pierluigi said, they are less than 2% of the total number of chambers, and less than the spares of all the rest. So building them is not really a problem, and we could probably get away by saying that the construction will be distributed in due time among the various centers.
