TDTWG Update to RMS Scope Texas Data Transport Working Group (TDTWG) is responsible for creating and maintaining data transport implementation guides supporting the Texas Retail Electric Market. TDTWG assists Market Participants and ERCOT in resolving data transport issues, and works with ERCOT and Market Participants during testing and implementation of a new data transport or new versions. As needed, TDTWG provides analysis ensuring new data transport(s) or new versions of an existing transport can support the Texas Market. The analysis must exhibit that a data transport is secure and reliable or it cannot be recommended. TDTWG also works with NAESB as needed to help ensure the most current version of NAESB EDM specification includes requirements for the Texas Market. TDTWG is composed of representatives from Market Participant companies and their vendors, ERCOT and the PUCT. TDTWG is one of the five working groups under RMS.

TDTWG Update to RMS 2003 – A Year in Review Established a work plan for TDTWG Began working heavily with ERCOT and MPs to address and resolve many issues that were being experienced during the GISB v1.4 testing Resolved all issues and GISB Testing completed for all MPs and ERCOT Implementation of GISB v1.4 was complete for ERCOT/MP Trading Partner relationships Resolved issues experienced during implementation Began developing plans for NAESB EDM v1.6 testing and implementation Market communications began supporting the NAESB Implementation A Market survey was sent requesting Market Participants to identify their readiness and ability to comply with the schedule Market Participants and ERCOT were scheduled for testing as agreed RMS approved the Testing and Implementation timelines for NAESB NAESB EDM v1.6 Testing began

TDTWG Update to RMS Work in Progress Working with ERCOT NAESB Project Managers and Project Team to ensure project timelines are consistently supported throughout the project Working with Market Participants and ERCOT to resolve data transport technical issues as they are experienced during NAESB Testing Assisting Load Research Project members and PWG in understanding and complying with recommendations for data transport for the Load Research Project TDTWG will continue to update the TDTWG NAESB EDM v1.6 Implementation Guide with resolutions to issues and misinterpretations if experienced during NAESB testing Providing updates to the Market and appealing to RMS for a vote when needed Working with NAESB to ensure future releases of the NAESB EDM spec will support the Texas Electric Retail Market

TDTWG Update to RMS Significant Accomplishments TDTWG together with ERCOT have addressed over 500 comments, questions, concerns and issues for the GISB EDM v1.4 Project To date TDTWG has addressed and resolved all concerns and issues noted associated with the NAESB EDM v1.6 Project from MPs, ERCOT and the PUCT. In addition, the Dispute Resolution Process has not been needed and the project is on schedule. The Texas Market is one of the first deregulated electric Markets to begin an implementation of NAESB EDM v1.6. Some companies that support data transport on behalf of Market Participants have asked for the expertise of TDTWG to help ensure their systems and/or product(s) could be successful for supporting NAESB in Texas and other states Some of the project documentation created by TDTWG and ERCOT is being considered for use in some of the other Markets that plan to implement NAESB

TDTWG Update to RMS Significant Issue Experienced During NAESB Testing To date only 2 significant issues have been experienced during NAESB testing Issue: MIME content-type in the payload, e.g. “Content-type: application/EDI-X12. Is an identifier that follows the recommendation of Internet Standards RFC 1767, for “MIME Encapsulation of EDI Data”. TDTWG made this an optional, not used element which is inconsistent with the NAESB EDM v1.6 Standard as published by the NAESB organization. Issue was sent to TDTWG for discussion and resolution at the December 10, 2003 meeting. Resolution from TDTWG: This element will remain optional for “sending” but all Texas Electric Market Participants must be able to receive this element if a Trading Partner is sending.

TDTWG Update to RMS Significant Issue Experienced During NAESB Testing Issue 2: Requirement of SSL (Secure Socket Layer) as required by the TDTWG NAESB EDM v1.6 Implementation Guide, was not implemented by several Texas Electric Market Participants Resolution: Resolution is in progress. All needing to make an adjustment and implement SSL have agreed to do so. In addition ERCOT Project Team has rescheduled these participants for testing. A new testing schedule is available on the TDTWG web-site.
