Special Education According to Marilyn Friend and William D. Bursuck in their book Including Students with Special Needs: A Practical Guide for Classroom Teachers, Special Education is defined as: A specifically designed instruction provided by the school district or other local education agency that meets the unique needs of students identified as disabled according to federal and state eligibility criteria.
