FROM GAPS TO CAPS TASK C: – RISK MANAGEMENT CAPABILITY ASSESSMENT METHODOLOGY Task C: Risk management capability assessment methodology Björn Karlsson Kick-off meeting Reykjavik 24th March 2015

Task C: Background Builds on the project EUSBSR 14.3, where six scenario descriptions were produced (Extreme weather/storm, Flooding, Forest fire, Pandemic flu, an Accident at Sea and a Nuclear accident) These scenarios can all have cross-border dimensions of risks. Most participating countries have finalized, or are in the process of finalizing, national risk assessments in accordance with the EU Risk Assessment and Mapping Guidelines for Disaster Management

Action items Task C C.1: Task C kick off C.2: Preparation and dissemination of questionnaire on capability assessments in BSR C.3: Seminar No. 1 on National Risk Management Capability Assessments and Guidelines/ Indicators C.4: Preparation a draft report on national capability (and risk) assessments and related challenges in the BSR C.5: Seminar No. 2 on National Capability (and Risk) Assessments, Challenges and Opportunities in the BSR C.6: Final Seminar of Task C and Task D C.7: Final report and conference of the Project

Rough plan Task leader will formulate a simple questionnair and send to partners within next two weeks BK and SK will be secretariat but will have help from Tone and Maria in formulating questions BK and SK will send first draft of questionnaire to Ivars, Rimantas, Jerzy, Eero, Maria, Tone, Viktor, Jaan, Neringa (Core group) and Marko (Task D) for comments

First, simple questionnaire 1.Will your country be working on capabillity assessment? Short description of extent of the activity 2.Will you be using the questionnaire in the EU guideline? Fully or partly 3.What scenarios should we look at of the 6 4.Focus on one certain scenario to begin with? Which one?

First, simple questionnaire 5.Should each country look at it´s own situation and status, or should the countries be looking at the BSR? 6.More? Summarize the results in a short report and send to Core Group for comments.

Next meeting, Latvia in May In the may meeting we will Present results from our simple questionnaire Have a workshop where we use the EU questionnaire, or parts of it, to look at one or two given scenarios
