Slide 6 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Findings – Stakeholders Agree: BPA’s site-specific protocols are generally working well from a process perspective Contacts have confidence in the measured and verified savings BPA should move toward classifying as custom a smaller proportion of projects needing the Standard M&V Plan –Move projects into Light M&V, Simplified protocols (inc. deemed savings calculators), and deemed savings

Slide 7 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Findings – Analysis of BPA project Data Data entry into PTR not constrained to pre-determined measure types –Assumptions and re-coding needed to analyze PTR data M&V protocol used was not evident Current project unable to assess variance of ex ante from ex post savings estimates by measure type / size –Awaits follow-on work

Slide 8 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Findings – Protocol Review: Protocols are reasonable, yet fall short of being IPMVP- adherent; should be revised –Not surprising, since protocols developed prior to IPMVP! Additional protocols would be useful

Slide 9 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Recommendations BPA should revise its protocols to be IPMVP-adherent. Include: –Identifying the IPMVP Option –Requiring documentation of baseline equipment and operating characteristics –Expanding description of calculations to be used, data to be collected, and use of data in calculations –Provide additional detail, e.g., selecting monitoring points, sampling, and generally addressing questions that often arise

Phase 2 of this project is developing/ revising 5 to 6 protocols from among: –End-use metering (revision) –Energy use indexing (revision) –Existing building commissioning (new) –M&V protocol selection (new) –Sampling (new) –Regression (new; for analyzing time-series data in support of site-specific M&V)

Use of M&V light for eligible projects Bring together the region’s M&V protocols and savings assurance tools in a single repository –Sampling instructions, formulas, default assumptions, key reference materials, deemed savings calculators, protocols Improve documentation of M&V activities –Time spent and protocol used Improved PTR entries –Standardize measure type, identify protocol used, tracking of ex ante savings

Address process issues stakeholders identified –Simplify processes by which utilities upload their efficiency information into the PTR –Align responsibility and authority within BPA for approving M&V plans and final savings estimates –Bring cost documentation requirements in line with risk, focusing on higher-cost elements
