GSA Occupancy Agreements There are currently 58 GSA Owned and GSA Leased buildings identified within FIMS Change Request 13-16, which was implemented in September 2014, defined the collection of more facility data that was needed to support the Freeze the Footprint (FTF) initiative 2 Facilities Information Management System (FIMS)
