ESARR 5 - Scope ESARR 5 sets out The general safety regulatory requirements for all ATM services personnel responsible for safety related tasks within the provision of ATM services across the ECAC area The safety regulatory requirements for controllers The safety regulatory requirements for engineering and technical personnel undertaking operational safety related tasks. Since ICAO Annex 1 was first published there has been a significant increase in the volume of air traffic throughout the ECAC area. Although Annex 1 has been amended during this period the basic licensing procedures, including the ratings, have remained unchanged. The increase in traffic, together with new technology, has led to more complex ATC procedures which in turn require controllers to become more specialised & to use more advanced controlling techniques.
ESARR 5 - Scope ESARR 5 contains regulatory and administrative procedures for the issue and maintenance of ATC licences within ECAC States ESARR 5 has been produced to enable designated air traffic control Licensing Authorities to license air traffic controllers in accordance with standards and procedures that are harmonised throughout the ECAC States
ESARR 5 - Applicability ESARR 5 explains to whom the Safety Requirements apply: General requirements Requirements for controllers Requirements for engineering & technical personnel undertaking operational safety related tasks The paragraphs on applicability explains to whom the General Safety Requirements, the Requirements for ATCOS and the Requirements for Engineering and Technical Personnel Undertaking Operational Safety Related Tasks. General: Civil Designated Authorities, Civil Service Providers and Civil Personnel providing ATS to Mil & Civil Requirements for ATCOs: Civil Designated Authorities, Civil Service Providers and Civil Personnel providing ATS to Mil & Civil; Military authorities and their personnel providing ATS to civil & military except where an equivalent mil licensing scheme exists Requirements for Engineering and Technical Personnel Undertaking operational safety related tasks: Civil DAs, Operating Organisations and individual personnel; Mil authorities
ESARR 5 - Safety Objective The overall safety objective is to ensure the competency and, where applicable, the satisfaction of medical requirements, of ATM services’ personnel responsible for safety related tasks within the provision of ATM services

Implementation General requirements for ATM services personnel shall be implemented by 10/11/2003 Requirements for controllers shall be implemented by 10/11/2003 Requirements for engineering & technical personnel shall be implemented by 11/04/2005
Exemptions The only exemption in ESARR 5 is an acceptance that the experience requirement for OJTIs cannot be met in certain circumstances The appropriate Designated Authority shall evaluate the circumstances and issue a documented exemption The exemption shall ensure an equivalent level of safety

Licensing & Competence Designated Authority Requirements Before granting a Student ATCO Licence or Certificate of Competence shall ensure the applicant: Has undertaken the appropriate Initial Training and passed any associated examinations or assessments in the rating discipline in which he/she will be authorised to undergo on the job training to be suitable for training under supervision of an authorised OJT instructor to be an Air traffic Controller Holds a valid medical certificate of the appropriate class
Licensing & Competence Designated Authority Requirements Before granting an ATCO Licence or Certificate of Competence and the associated rating(s), rating endorsement(s) and unit endorsement(s), shall ensure that the applicant has: Undertaken the appropriate Initial Training and has passed any associated examinations or assessments Successfully completed the elements of the Unit Training Plan appropriate to the rating discipline being undertaken Been assessed as competent Holds a valid medical certificate
Licensing & Competence Designated Authority Requirements Before granting an ATCO authorisation to provide operational training as an OJT instructor shall ensure that the applicant has A minimum of two years experience in the rating discipline in which he will instruct A minimum of six months experience in the rating on the specific sector or operational position on which the instruction will be given Completed an appropriate OJT Instructor course and passed any associated assessments required
Licensing & Competence Service Provider Requirements Shall ensure that a student air traffic controller Holds a current student licence Holds a valid medical certificate
Licensing & Competence Service Provider Requirements Shall ensure that a student and /or trainee controller is adequately prepared for OJT by Transitional Training and Pre-OJT
Licensing & Competence Service Provider Requirements Shall ensure that a controller providing an ATC Service Holds valid ratings Holds a valid medical certificate of the appropriate class Is Competent
Licensing & Competence Service Provider Requirements Shall ensure that units have approved competence schemes including requirements for controllers to: Complete a specified number of hours Be subject to competency assessment Undertake periodical refresher and emergency training Ensure operational competence after returning from extended periods of absence
Licensing & Competence Service Provider Requirements Shall ensure that an OJTI Holds the appropriate valid ratings Holds a valid OJT Instructor Licence Is Competent Holds a valid medical certificate of the appropriate class
Licensing & Competence Service Provider Requirements Shall ensure that units have procedures for monitoring controllers for psychoactive substances Shall ensure that units have procedures to prevent controllers from exercising the privileges of his licence: Medical reasons Psychoactive substances
Licensing & Competence Service Provider Requirements Shall notify the Designated Authority when: A controller’s competence is in doubt A controller is judged no longer competent A controller or student is assessed no longer medically fit An OJTI is judged no longer competent to provide operational training
Licensing & Competence Individual Requirements A Student Controller shall ensure that Holds a current student licence Complies with the unit competence scheme and is competent to undergo OJT Holds a valid medical certificate of the appropriate class Informs management when no longer medically fit Does not undertake OJT if under the influence of psychoactive substances
Licensing & Competence Individual Requirements An ATCO shall ensure that he Holds valid ratings/endorsements Complies with the unit competence scheme Complies with any conditions imposed by the Designated Authority Holds a valid medical certificate of the appropriate class Informs management if no longer medically fit to provide an ATC service Does not provide an ATC service while under the influence of psychoactive substances Does not exercise the privileges of his licence if there is a decrease in medical fitness
Licensing & Competence Requirements A person responsible for tasks in the provision of ATS or supporting the provision of ATS which are related to the safety of air traffic shall Not carry out such tasks unless he has been declared competent and has been duly authorised to do so Be subject to, or initiate, appropriate measures to ensure ongoing competence Meet medical requirements, if appropriate , to the task
