5 Loan Repayment from Regular Fund to OAS Capital Fellowships, Scholarships and Training Fund As cash became available to the Regular Fund early November, the General Secretariat proceeded to record the repayment of the loan from the Regular Fund to Capital Fellowship Fund on November 13, 2013.

Regular Fund Budget Execution - Overall 3% contingency reduction to all Chapters. Department of Human Development, Education and Culture (Subprogram 83F): - Provided full allotment to 83F at beginning of the year (other Subprograms, allotment was given quarterly). - At the end of October 2013, USD thousand remained unobligated This unobligated appropriation amount is projected to cover: -Approximately $116K for fellowships (PAEC CONACYT & eCornell) -Approximately $225.5K for operational expenses (Conferences, CPRs, travel, and others)
