Common Issues I Political motivation to support and resource services Different policies, legislation and structures make comparison problematic Racism and public perception of unaccompanied minors Lengthy, unclear legal processes: can they stay?

Common Issues II Children who abscond/disappear Contradictory policies: are they children or adults? Does this phenomenon meet other needs? I.e. demographic trends Contravening rights of the child, by placing them in prison-like institutions Supports stop at 18 years

Minimum Standards I Quick decision re: leave to stay is fundamental Minors only or mix with adults? Access to education/ introduction programme: integrated or specialised? Leisure/sports programmes Medical services Guardian: parenting role and legal support

Minimum Standards II Foster care for under 12 year olds, Language, culture, religion….treasure that of C. of O., welcome new, and recognise what is acceptable, Staff Multi-professional Honesty Communication/listening Knowledge of decision-making process Understand adolescent development needs Child protection training

Recommendations Provide supports in countries of origin to prevent migration Raise awareness amongst parents of the impact on unaccompanied minors Legal process must be clear and have tight timeframe Decisions must be made based on best interests of the child
