Overview of Exercise Stations Observer Station ScenarioLocationSynopsisOIC Briefing 1 Tactical HQ and On- Site Operations Coordination Centre (OSOCC) Blk 12Tact HQ is the command centre of the entire operations, comprising 5 command vehicles with designated functions including a media centre, logistics and communications centre, and a joint planning and command cell. Co-located with the UN OSOCC, which assists in coordinating the international rescue teams and recommends assignments for teams based on their identified capabilities. COL Eric Yap (SCDF) Evacuees Assembly Area Blk 12A Police control point, manned by staff from the community welfare ministry (MCYS). Functions as the assembly point for uninjured evacuees, and as a relief centre, assessing needs of the homeless and providing social and emotional support. Ms Jamna Kathiresu (MCYS) 2 Division Forward Command Post Blk 16The FCP is deployed near the incident site for close monitoring of operations. Forms the frontline command, control and communications centre, and relays information between Tact HQ and the rescue site. LTC Yap Kok Boon (SCDF) Body Holding AreaBlk 16A transition holding point between the disaster site and the Mortuary. Onsite fingerprinting allows identification before storage in refrigerated containers. Main rescue sites are the soft-storey collapse (where 2 vehicles with passengers are pinned beneath horizontal concrete slabs), and the upside down tunnel cut (where rescuers have to cut vertically upwards through different materials to reach a trapped casualty). Large debris also has to be lifted and strutted to access casualties in confined spaces. Main rescue sites are the Construction Collapse (where casualties are trapped within a collapsed sub- surface worksite), and No Access (where rescuers have to utilize height rescue methods to gain access to high floors). Casualties with lacerations and penetration wounds on high floors also require onsite medical intervention. Cars and concrete slabs have been sandwiched in the Basement Carpark collapse, and mass casualties are sealed within a Concealed Void Space. The Highway collapse has pinned casualties in waist-deep water, beneath a container, car, and metal and concrete debris. Rescuers also have to deal with dangers from overhanging debris and within confined tunnels.
