2. Policy Paper Better Return on Investment. Make It Better for Civil Society, Better for Europe Finalized in September and disseminated Signed by all of you Some highlights: –Contribution in kind (EYV 2011 – WG value of volunteering) –Non profit law (operating grants) –Indirect costs –Tolerable risk of error (social innovation agenda) –Systemic error (dangerous!) –Tender and further points eg centralised register

Timeline Commission’s proposal submitted in May Co-decision of Council and Parliament Postponements in the timeline First review by topic (12) done by Belgian presidency – questions submitted to the Commission – stuck with Budget negotiations Reviewed proposal ready by the end of Hungarian Presidency (Jan – June 2011) Final negotiations with the Commission during Polish presidency (Jul – Dec 2011) Approval by the end of 2012
