Urban Shelter Guidelines Shelter Meeting 10b December 2010 Assistance in urban areas to populations affected by humanitarian crisis

Why did we do it? 1.  the Way not only the Result 2.Back at SM08b (Brussels) no focus on urban challenges 3.Concern about “getting lost” and getting pulled into “squatter upgrading” (hum- dev)

Why did we do it? 4.Focus on Displaced and Non-displaced but not on Affected Population 5.Difficulties of defining IDPs due to various reasons for “change in location” (econ, social..) 6.Unclear how to support with existing Assistance Methods (understand urban needs)

What we did 1.(the way) Input to IASC MHCUA, HC Dialog, FM Review and other publications 2.(since SM08b) Involved various actors + got Shelter Funding to develop guidelines 3.(hum-dev) Defined how to distinguish between “urban poor” and “people with humanitarian needs”

Why did we do it? 4.(affected pop) De-mystified the mix of people in urban areas 5.(various reasons) Got away from pure displacement definition as basis for assistance 6.(urban needs) Define peoples own Livelihood strategy as basis for Assistance Methods

This is still missing Understanding urban livelihood better Fully define how to support peoples assets Define our role and limitations (is living in a slum a durable solution?) Define our methodology (exchange Land Cruiser with bus ticket + will we continue to build or will we work “only” with HLP)
