Mayor’s “Green Memo” “Stop unnecessary vehicle emissions by conducting a review of our City’s on-road and off-road vehicle operation and maintenance procedures to reduce vehicle emissions…” Key policy strategies include implementing anti-idling policy, vehicle retrofits and use of alternative fuels

Anti-idling Citywide anti-idling policy went into effect as a Mayor’s Executive Order in December 2005 Fleet Mgmt Division received 2006 MORPC Clean Air Award for the Mayor’s Executive Order OSU recently adopted the executive order as the basis for their anti-idling guidelines All new refuse trucks have automatic shut-off when vehicle idles for more than 5 minutes

Hydraulic/Engine Coolant Heaters Hydraulic oil and engine coolant heaters installed in 5 refuse trucks in new refuse trucks came equipped with similar units in 2006 and 5 additional trucks will come equipped in 2007 MCDI grant funds will be used to install hydraulic heaters on 21 refuse trucks located in 2007 Additional grant funds have been sought to install oil/coolant heaters on 60 additional refuse trucks and coolant heaters on 30 Transportation vehicles (contingent upon CMAQ funding)

Diesel Truck Retrofits Fleet Mgt will install diesel oxidation catalysts (DOCs) on older diesel trucks in 2007 MCDI grant funds will be used for DOC installation on 9 Transportation vehicles later this year CMAQ grant funding has been sought to install DOCs on an additional 75 vehicles Additional vehicles will be fitted with DOCs as funding allows

Alternative Fuels Bio-diesel- – 2006 pilot successful so expansion planned for – All diesel refuse vehicles at the Georgesville Road site are currently using B20. The other two Refuse sites will switch to B20 in all diesel trucks by mid-summer. – Sewers and Drains and Transportation will also begin utilizing B20 by the end of summer. – B20 will be used until approximately November and then vehicles will switch to B5 until early spring. CNG- – Transportation Division is out for bid on a CNG sweeper – Refuse Collection will bid a CNG rear loader this summer

Alternative Fuels Cont. Flex Fuel Vehicles- – Police recently received 30 Impalas that are flexible fuel vehicles and are expecting an additional 41 flex fuel Crown Victorias this fall – City has bid to purchase five compact hybrid vehicles

Vehicle Pool Fleet Management is in the beginning stages of implementing a downtown vehicle pool Vehicles targeted for the pool include underutilized vehicles located in the downtown area. Ultimate goal of pool is to reduce overall fleet size through better utilization of City vehicles

Fleet Reductions Fleet Management has reduced the total number of city vehicles by 381 since 2003 through the monitoring of underutilized vehicles, reduction of take-home vehicles and tighter control of vehicle purchases and dispositions. Reduction of vehicles has avoided over $8 million in acquisition as well as annual fuel & maintenance costs.
