County Environmental Charge What it Means The County Environmental Charge (CEC) is a fee charged by licensed haulers to Ramsey County businesses. The fee is based on the cost of trash service provided to each customer. The CEC does not apply to other taxes. The CEC applies to trash service, not to costs for recycling or waste composting. By reducing overall waste by composting or recycling more, a customer could pay less for trash and less for the CEC. The "County Environmental Charge" should appear on your garbage bill as a percentage of the cost of trash services. In 2012, the non-residential CEC rate is 53%.

Familiarity with County Environmental Charge Nearly half of businesses (20+) stated that they were “not at all familiar” with the County Environmental Charge (CEC) that appears on their garbage bill. The property management segment was the most familiar with 62% reporting that they were “somewhat” or “very familiar” with the CEC.
