Evaluation of the Education System At the state level, the quality of education is guaranteed by: the issuing of education licences and registration of curricula the assessment of study results of the learners the state supervision 3

Evaluation of the Education System The state supervision is conducted by the officials of the Ministry of Education and Research and the county governor (an inspector in the county government) 4

State supervision The main goal of the state supervision is to ensure the legality of schooling and education. 5

Organisation of state supervision has also been changed and the volume of supervision has been reduced in Supervision is exercised in a specific topical area (e.g. qualification of teachers or providing support to students). 6 State supervision

Documentation in an educational institution shall be reviewed during inspection. As a rule, lessons and activities of individual teachers are not inspected in Estonia. 7 State supervision

Topical supervision Topical supervision is exercised each academic year in 10% of educational institutions: in 60 pre-school child care institutions, 60 general education institutions and 5 vocational educational institutions. 8

In 2006 internal evaluation of educational institutions was introduced as compulsory. Educational institutions are provided with advisory services on internal evaluation. 9 State supervision

The criteria of internal evaluation leadership and management personnel management cooperation with interest groups resource management the education and schooling process; results related to a child/student personnel and interest groups and statistics of the educational institution 10

Counseling Advisor counsels the institution on the basis of the internal report and gives feedback. At present this goal is more in support of the implementation of internal evaluations in educational institutions. The external evaluation department of the Ministry of Education and Research organizes both supervision and advisory services. 11
