Pollution Prevention and Control Fees & Charges 2015/16 Consultation due to be released in a couple of weeks Deadline very tight for Feb deadline Possible raise in line with inflation ! Some tidying up re specifying 0.4MW wood combustion fees MJAC risk assessment to be included in consultation.

General support, some minor amendments already raised. Tech group to address these in MJAC own consult response Will form part of fees & charges consult So, hopefully in place for April 2015 !!
Pollution Prevention and Control Implementation of Medium Combustion Plant Directive (1-5MW) Defra still not decided on whether EA or LA Regulation. Probably LA due to numbers of existing unidentified plant ! Heat boilers fuelled by gas, oil or diesel included For example, those in hospitals, schools, office blocks…. Proposed exemption for back-up generators (less than 500 hrs per year) Defra to complete their steer before xmas then in hands of the Commission for months………
EPRTR Defra still considering whether to replace process of serving notice for information (S.16) by adding permit conditions. Potential issues around varying permits & any future variation of information Requested ! Defra welcome any comment to Pollution Prevention and Control
Future Guidance Nicola Leeds raises issue of what, how & when Defra issues future EPR guidance? Red tape challenge – no new onerous requirements / 90% less than original !! GGM out of date! Regulator consistency etc Role of pollution groups? Signpost to EA ‘most relevant’ guidance ! Defra very little resource / but also don’t want the subsequent queries !!
