On-road Trucks CARB rule Includes ag trucks! Low-use exemption = 1000 mi. and 100 hrs. Limited-use exemption = 7,500 mi. (requires DPF)

On-road Trucks Phase 1 –Install DPFs on all existing trucks by Dec. 31, 2012 beginning in 2010 Phase 2 –2010 or newer engine by Dec. 31, 2020 beginning in 2012

On-road Trucks - Ag Limited Use Extension –Pre-1996 < 15,000 miles/yr –1996 – 2005 < 20,000 miles/yr –2006 or newer <25,000 miles/yr No Diesel Particulate Filter (DPF) Replace truck by December 31, 2016

Farm Equipment Rule

Replace existing farm equipment w/ equipment that has a Tier IV engine Some allowance to be given to equipment w/ Tier III engines

Ag Pump Engines Air District Rules Permits “Ozone non-attainment” fees –Currently est. at $9,000 per ton!

Pump Engines Rule 4702 –Replace all engines Natural gas – January 1, 2009 Diesel Tier 0 – January 1, 2010 Diesel Tier I,II – January 1, 2015 or 12 years after installation date

Permits Current thresholds –Federal Title V = 25 tons NOx/yr –Local permit = 12.5 tons NOx/yr Extreme thresholds –Federal Title V = 10 tons NOx/yr –Local permit = 5 tons/yr

Non-attainment Fee Failure to attain 1-hr ozone std. Approx. $9,000 per ton annual emissions fee Effective until attainment of 1-hr std.

Forklift Regulation Mandatory replacement of spark- ignited forklifts (propane) –20% by January 1, 2009 –80% by January 1, 2012

Pesticide VOCs Fumigants Emulsifiable concentrates

Ag Burning Prohibitions June 1, 2005 – Field crops, prunings, weed abatement June 1, 2007 – Orchard removals June 1, 2010 – Vineyards removals, other materials, and surface harvested prunings
