Main G-20 labour market issues identified in February Unemployment (cyclical and structural)Low participation (women, old, youth, low-skilled)Informality and poor job-quality 2 Improving education and skills are critical for long-term growth, but some policies will only deliver major results over longer horizons than 5 years

Many commitments to boost jobs Many new and upgraded ALMP programmesStrong emphasis on skillsMany countries taking action to raise female participationChildcare measures widely usedSome measures to strengthen social safety nets, reduce informality and lower inequality 3 Proportion of total commitments under “Jobs” section

Main gaps in commitments A number of countries have no measures to boost participationGreater scope to boost the role of women in the labour marketSome EMEs have few/no measures to reduce informality 4 Commitments relating to the labour market under OECD GfG classifcation

Unemployment – needs more focus? 5 Number of structural measures to lower unemployment vs initial unemployment rate Some high-unemployment countries have relatively few structural measures targeting unemployment Need to strengthen activation-based approaches

Female participation 6 Female labour force participation rate (%) and related policy measures Green = have measures to raise female labour force participation Blue = no direct measures Many have relevant measures, but not allOften, these are only partial solutions

Many good measures to boost labour market performanceBut lacking more direct measures to tackle unemployment in some casesMore needed to boost female participationReforms are often at the margins, even if in the right areasImplementation will be critical for many programmes/reforms Policy “packages” don’t always add up - measures would be more effective if other reforms were made in parallel 7 Overall assessment
