© 2011 Deloitte Objectives and focus of the study Objectives To support a fitness check of the EU (Fresh) Water Policy in order to identify “excessive burdens, overlaps, gaps, inconsistencies and/or obsolete measures which may have appeared over time” and could impede upon efficient, effective and consistent water policy implementation, as stated in the Work Programme for Examine the extent to which the EU (Fresh) Water Policy instruments have contributed to achieve the EU objectives and the way the instruments work together. Focus Map and synthesize all objectives and instruments of relevance in an overview matrix. Analyse the coherence and robustness of the EU water policy, as well as the compliance with the Policy in the MS. Use an integrated evaluation approach focusing on the inter-linkages with other policy areas (e.g. climate change mitigation/ adaption; waste management; urban development; administrative cooperation between different river basin authorities Identify drivers of & barriers to implementation (e.g. inconsistencies, gaps, overlaps, administrative/ technical/financial incapacities of relevant authorities) Focus on specific aspects related to infringement and compliance, providing evidence from infringement procedures and complaints.

© 2011 Deloitte Literature review 5 Synthesizing the current state-of-the art A comprehensive check of available academic and non-academic literature, drawing on the fields of natural sciences, legal and policy sciences focusing on: State of Europe’s waters and future challenges Relevance and coherence of the policy framework Achievements and short-comings in enforcement and implementation Effectiveness and efficiency conditions of policy approaches and policy instruments in EU Water Policy Good-practice in EU MS, with a particular focus on the selected case studies Literature research is ongoing, utilising well-established science databases as well as web-based searches. The review is backed by the information available to the European Commission and will benefit from information made available by EU Member States.
