The conspiracy theory Some people do not agree with the traditional story of the gunpowder plot. Instead they believe that the government knew about the plot and even encouraged it. Some historians think that James I and Robert Cecil hatched the plot themselves and framed the Catholics. Let’s investigate….Did Cecil plan the plot make the Catholics even more unpopular?
