Assessing a Warfare Area Measuring IO effects is challenging. How do you know how much IO is “enough” in Ops or in the budget? Real time operational assessments of IO activities are necessary for Commanders. No standard method to quantify non-kinetic effects IO BDA tools and Combat Assessment needed MOE needed for future investment. Models and metrics struggle to adequately evaluate ‘influence’ & other pre and post conflict IO capabilities to quantify ROI. A finite niche investment to further Naval missions!
