Navy Information Operations Creating the Information Advantage RADM Joseph Burns OPNAV N39/NETWARCOM N9 29 April 2004
Direction for DoD OSD IO Roadmap signed 30 Oct 03 Lays out the plan to transform IO to a core military competency Recommendations: Approve a common understanding of IO Consolidate Oversight & Advocacy for IO Delegate Capabilities to COCOMS Create a Well-trained & Educated Career Force Provide Consolidated & Comprehensive Analytic Support Correct Immediate Shortfalls & Develop a Long-term Defense in Depth Strategy for CND Mature CNA into a Reliable Warfighting Capability Develop an Electronic Warfare Investment Strategy Increase Psychological Operations Capabilities Clarify Lanes in the Road for PSYOP, PA, & PD Assign Advocacy for OPSEC and MILDEC Improve Transparency of IO in the P/P/B/E System
Direction for Navy The importance of information operations will grow in the years ahead… “Information operations will play a key role in controlling crisis escalation and preparing the battlefield for subsequent attack.” SEA POWER 21 ADM Clark “Information operations will be a backbone and force multiplier to our combat operations and a fundamental part of Sea Strike.” SEA POWER 21 Series Part III
Context… Naval Vision “Forward postured, immediately employable… in joint and multinational environments”
Strategy for the IO Warfare Area Organize N39 established NAVNETWARCOM established Navy IO Planners and Capability Specialists Partnerships with Services and National Agencies Imbedded Capabilities Man/Train Training cycle integration Mission Area Analysis Building IO professionals Formalize IO training pipeline Equip IO Architecture Fleet Battle Experiments Acceleration efforts Sea Trial / Demonstrations
Key Players For Navy IO OPNAV N39 CFFC/COMFLT/Numbered Fleet N39’s - Navy IO Strategy and Policy CFFC/COMFLT/Numbered Fleet N39’s Planning for joint and naval ops; synchronized execution Naval Network Warfare Command – N9 - IO Type Commander Carrier Strike Groups and Expeditionary Strike Groups - IWC’s and IW Module – Operating forces
Initiatives Continue to build Maritime IO into an asymmetric warfare area that meets threats and supports a variety of mission areas. Shape the information battlespace and create information advantages. Leverage Forward Presence with PSYOP Develop a coherent EW Roadmap Expand Navy Computer Network Ops Improve OPSEC and MILDEC Shape the professional workforce appropriate for Navy IO and Sea Power 21 Assess and measure IO in Sea Trial, other experimentation, and operations
Psychological Operations Capabilities to deliver PSYOP messages and/or be the message. Navy forward presence provides access for Strategic/Operational/Tactical influence campaigns to shape the “pre” and “post” conflict environment and the battlespace. Navy PSYOP can support unique JFMCC requirements (MIO/GWOT/etc.) Minimum investments embeds capability in Naval Operating forces to develop and disseminate PSYOP messages A finite niche investment to further Naval missions!
Accelerate speed and amplify effects! Electronic Warfare Transform Maritime EW: Network based passive surveillance, platform protection, and EA Seamless cross-platform interoperability Flexible to keep pace with rapid changes in technology Comprehensive investment strategy Develop central Navy EW issue focal point (N39) Resource sponsorship embedded across NCPs Actions: Coherent EW Roadmap Framing Effort: N20, N24, N39, N61, N76, N77, N78, NIWA, CNSG,… Define EW CONOPS & Architecture (NNWC) Accelerate speed and amplify effects!
Capabilities to protect FORCEnet and support Maritime missions! Computer Network Ops Computer Network Attack Spirally evolve capability Strategic, Operational, Tactical Lowest possible classification level Leverage unique accesses Computer Network Defense Defense-in-depth Balance of technology, people, and operations. Implementation across enclaves Capabilities to protect FORCEnet and support Maritime missions!
Intelligence = Exploitation of adversary’s OPSEC failures OPSEC/MILDEC Integrate into planning, training and operations Enhance OPSEC Training Support Revise OPSEC policy and doctrine Expand vulnerability assessments (Full spectrum Red/Blue Teaming) Reinforce command emphasis Navy has a role in Strategic and Operational Deception Modernize and augment tools for the future Teach the art of deception; shape the battlespace Intelligence = Exploitation of adversary’s OPSEC failures
Building the Art of Information Warfare! Navy IO Career Force Vision: Develop and maintain a competent force of personnel with the requisite knowledge, skills and abilities to plan and execute Naval IO. Educate the entire Navy workforce on IO. Embed IO training throughout the Navy: Accession Training to Flag Training Develop IO Career Force for the Fleet. Consisting of IO planners and Capability Specialists Employ SEA WARRIOR initiatives Build on Mission Area Analysis and Job Task Analysis to match billets, people, and training; to identify gaps in requirements, training, and education. Building the Art of Information Warfare!
Assessing a Warfare Area Measuring IO effects is challenging. How do you know how much IO is “enough” in Ops or in the budget? Real time operational assessments of IO activities are necessary for Commanders. No standard method to quantify non-kinetic effects IO BDA tools and Combat Assessment needed MOE needed for future investment. Models and metrics struggle to adequately evaluate ‘influence’ & other pre and post conflict IO capabilities to quantify ROI. A finite niche investment to further Naval missions!
Capabilities to create the Information Advantage! Summary IO is maturing as a maritime warfare area. Navy committed to top-down, joint constructs. Continue to refine right strategy, tactics and capabilities for maritime roles and missions. Capabilities to create the Information Advantage!
