Other Performance Standards A&E:- A&E performance against the 4 hour standard improved in March and the Trust achieved 97.8%. Year to date overall performance was 98.1% The Trust continued to experience operational pressures on some days, specifically in the A&E department. There has been an increase in complaints in this department in March. There was a significant improvement in the clinical handover time in March, although a reports decrease in performance of ‘button submit’. When the A&E staff actually record the handover. There is some concern about the accuracy of this information and the Trust is in active discussion with the ambulance service and the PCT about ensuring all recording processes work on a regular basis. There will be continued focus on ambulance handover times in 2012/13. Noro Virus re-appeared in the hospital towards the end of March and affected two wards. The escalation ward remained fully opened and further additional beds had to be opened on ward F9 and G8. There was also an increase in the rate of cancelled operations, although year to date performance was below the 1% threshold. Surgical beds continued to be used for medical patients and it meant that some routine elective patients had their operations cancelled. Escalation took place as detailed within the Hospital plan, with the opening of additional beds, cancellation of non urgent surgery, consultants undertaking additional ward rounds in the evenings and weekends and a focus on any delayed transfers of care and complex discharges. Stroke Trust performance against the stroke standards was mixed in March. Access to CT scans and TIA referrals are the most noticeable deteriorations in performance. The CT access within 24 hours was 1 patient who missed the timeframe by 2hours. Patients with suspect strokes who are eligible for an urgent scan within 1 hour was missed by 3 patients. Full RCA’s on the initial diagnosis and referral in A&E are being reviewed by the stroke consultant

Other Stoke continued The Trust missed the target for scanning of urgent TIA’s due to GP late referral from onset and patient choice. The 60% target is meant to allow for such matters, however the Trust’s performance was significantly compromised in March. The PCT have been sent the details of both cases for the action with the GP’s involved. Other Exceptions The Trust triggered on excess bed days for the first time. Evidence indicates this was as a result of delayed discharges due to outbreak of noro virus in February and the beginning of March. Follow up to New ratio’s were not achieved in all specialties. The Trust has re-negotiated the potential financial impact of not achieving overall ratio in 2012/13. Overall, performance against other standards remains good. All cancer targets were achieved. The digital breast screening programme commenced as the new equipment has been installed. The first phase is on women between week performance remains good. There are challenges with diagnostic waiting times for endoscopy, but performance is within the tolerance allowed 1% of patients waiting over 6 weeks. The Trust also achieved all of the key maternity standards. OTHER PERFORMANCE STANDARDS
