The Issue Attention Cycle Condition Problem Priority Issue An existing situation or latent problem. Captures the public’s attention. An issue rises to priority status for key decision makers. Not every condition will surface as a problem or be defined as a problem. A societal concern becomes salient and important, and thus captures public attention through increasing awareness, visibility and emotional concern. The issue is felt as urgent and pressing, coupled with some optimism that it can be addressed, and thus displaces other problems on the policy agenda.

Conflict Is a natural aspect of the leadership process. Is almost inevitable when you are involved in change. Involves relationships and goals. Working with conflict can be one of the most challenging aspects of leadership. How do you work through conflict in a group?
