Historical Steps Louisiana Coastal Area Restoration Plan – ( ) –True Corps/State partnership that developed solutions for Louisiana’s coast –Upon review by Office of Management and Budget the approx. $14 billion plan was rejected. Louisiana Coastal Area Ecosystem Restoration Program – ( ) –15 near-term features to address “critical restoration needs” –Demonstration Program –Beneficial Use of dredged material program –Science and Technology Program –Chief Report January 31, 2005 –Approx. $2 billion Hurricane Katrina Title VII of WRDA 2007 – Louisiana Coastal Area

Title VII of WRDA 2007 November 2007 Near Term Features included in 2005 Chief’s Report –15 near-term features to address –Demonstration Program –Beneficial Use of dredged material program –Science and Technology Program Long Term Planning and Implementation Features Section 7002 Comprehensive Plan –Integrate LACPR and State’s Master Plan –Indicate specific measurable success criteria –Identify the role of other Federal and State agencies Section 7004 Protection and Restoration Task Force Other Section 7013 Mississippi River Gulf Outlet $5 to $7 Billion program

Long Term Planning and Implementation Features Section 7002 Comprehensive Plan - Due to Congress November of 2008 – has not been started Section 7004 Protection and Restoration Task Force - Has not been established State’s Solutions Master Plan 2012 = Comprehensive Plan - MOU to Corps to embed personnel Task Force -Obama Administration established the Louisiana – Mississippi Gulf Coast Ecosystem Working Group. Preliminary discussion included the long-term establishment of an inter-agency leadership group.

Near Term Features- Current Status 15 near-term features (implemented in 5 to 10 years) All authorized for construction Missed 10 feasibility reports to date Will lose authorizations for 6 of the projects if Chief report is not submitted by December 31, Science and Technology Program Corps interpretation of Crediting provision preventing State signing agreement

State’s Concerns 1)Process not capable of delivering “near term projects” Studies evaluating Water Resource projects from authorization to completion: = 17.9 Years (U.S. House) = 24.4 years (Corps of Engineers) = 30.9 years (GAO) Current estimates > 40 years 2) Acquiring approximately $5 Billion through Corps budget in next 5 years not possible. - $19 M for FY11 - Everglades project approx. ($250 M per year) -20 years?

State’s Solutions Prioritize projects Top 5 : Myrtle Grove, White’s Ditch, Bayou Lafourche, Convey Atchafalaya Water to Northern Terrebonne Marshes, Barataria Basin Barrier Shoreline Evaluate other avenues of implementation Utilize interagency group with potential of incorporating multiple budgets. Break into a series of sub-programs implemented by various agencies Investigate other funding sources Integration of HPS Mitigation Funds Securitize GOMESA Funds Evaluate all ongoing programs CIAP CWPPRA
