Calcine Disposition Ron Ramsey (Temp) November 8, 2005

Calcine Disposition - Background Calcine Characterization High Level Waste by source RCRA – Listed & Characteristic Abrasive, hydroscopic D = 0.2mm - 0.6mm (~15% fines) More radioactive than SBW (50-100X) Stored in discrete layers Source of Calcine

Calcine Disposition – Compliant Storage

Calcine Disposition- ICP Contract Direction  Resolve comments on RCRA permit for storage  ROD development for calcine path forward:  Disposal at repository despite RCRA waste exclusion  Develop characterization methods  Evaluate treatment and containerization technologies  RCRA Part B permit application for retrieval, treatment (if required), packaging and shipping  Facility design adequate for permit application  Compatible/integrated with SBW packaging/shipping  Satisfy repository waste acceptance criteria  Capable of 8-year through-put ( )

Calcine Disposition – Status RCRA permit application submitted ROD Support – Compiled historic characterization records, analyzed archived samples, performing thermodynamic validation – Safe disposal demonstrated using repository groundwater models – constituents of concern orders of magnitude below groundwater limits – Evaluated 56 treatments; optimizing grout formulation with ~35% waste loading – Demonstrated safe disposal in 10’ tall, 24” diameter standard canister

Calcine Disposition – Status RCRA Permit Application  Compatible with SBW Packaging Same size canisters, same compaction method IWTU has extra shielding, penetrations for calcine packaging  650’ transport, 120’ vertical lift demonstrated  Retrieval demonstrations assume 8 year throughput

Calcine Disposition – Issues  Issues complicating untreated disposal  MGR license delays from litigation  EPA exposure standard for repository is not final  EPA review of repository petitions is premature  Settlement Agreement milestone for ROD is 2009  Preliminary approach is dual path ROD specifying actions for treatment or untreated disposal that meet the 2035 target for calcine to be “road-ready”  DOE-ID and CWI preparing dual-path plan  Will be reflected in Mission Need Statement and LCB  May require ICP contract or LCB change control
