6 National Geospatial Policy/Strategy GOAL: Develop a common view and a plan AGREEMENT: Executive Committee will sponsor formulation of a National Geospatial Policy/Strategy and seek needed political support ACTIONS: Create Executive Summary with key messages on the National Geospatial Policy proposal Identify strategies to use social media approaches to inform development of National Geospatial Policy Develop initial concept for Shared Infrastructure

7 FGDC Governance and Communication GOAL: Discuss options for enhancement and improvement ACTIONS: Enhance coordination between FGDC Executive Committee and Coordination Group – schedule joint meeting (June) Establish FGDC collaboration site  Support work areas for all FGDC initiatives  Provide better access to materials/minutes AGREEMENTS: Other SAOGIs (principals only) welcome to attend ExCom meetings

8 Economic Recovery GOAL: Develop a common view of priorities AGREEMENTS: Endorsed in concept a set of criteria for assessing proposals Identified priorities for any future stimulus funding opportunity (Imagery, Elevation, Parcel Data, Infrastructure) Embraced these priorities as a “Big Hairy Audacious Goal” to create a National GIS regardless of future recovery funding

9 Data Issues Alaska Elevation GOAL: Develop data acquisition options ACTION: Steve Wallach will make site visit to Alaska and report back to Executive Committee ACTION: Executive Committee Members will reach out within respective agencies to query for interest and potential funding IFTN GOAL: Identify tangible next steps AGREEMENT: Considerable progress has been made and there are elements of draft plan that can be implemented now ACTION: Schedule Joint IFTN Champions & Chairs Meeting to discuss and resolve outstanding IFTN policy issues; possibly include a “listening session”

15 GeoRecovery.gov Activities Two user-oriented use cases were submitted to the development team 4/30/09 Prototype interfaces and functions are being analyzed Ingesting of Recovery.gov sample data feeds Analysis of data feed content vs. expected analysis functions Developing a guidance document based on high-level process flow steps Parallels architecture document approach Focuses on the capture, coding, flow, validation, reporting, rendering of geospatial information Does not attempt to address broader Recovery.gov reporting issues, such as financial roll-ups

18 GeoRecovery.gov Next Steps Continue discussion and prototyping with the developers to refine use cases, data feeds, functions Further develop the geospatial guidance document focusing on standard methods for populating/reporting geospatial information through data feeds Work with the development team on folding geospatial guidance into the Recovery.gov guidance and architecture documents

19 Geospatial Line of Business Geospatial SmartBUY GSA issued Amendment #5 -- new closing date is May 13 Technical Evaluation Board has developed the evaluation process with GSA for determining vendor selection Expected award time – Summer 2009 A-16 Guidance Approved by FGDC Steering Committee Under final (legal) review at OMB FEA Geospatial Profile v2.0 Working through final approval process including comment adjudication

20 Geospatial Line of Business Lifecycle Management Refining lifecycle phases and completing best practices for each of the seven phases Testing " Nationally Significant" principles against current data themes Developing annual theme reporting guidance based on lifecycle phases and maturity model Grants Guidance Activity is pending Federal Register notification and additional research in conjunction with the Grants Policy Committee

21 NGAC Terms/Appointments Current Appointments Initial NGAC appointments – January 2008 Over 100 nominations received Interagency panel reviewed nominations and provided recommendations to DOI Secretary Appointments made by Secretary of the Interior Appointments under current Charter: Initial appointments for two and three year terms All subsequent appointments for two years Result – staggered two-year terms, with half of committee turning over each year

22 NGAC Terms/Appointments Committee Balance: 28 Committee Members  14 non-governmental members (10 Private Sector, 2 Non-Profit, 2 Academic)  14 governmental members (5 State, 3 County, 3 Local/Regional, 2 Federal, 1 Tribal)

Nominations/Appointments Nomination process will be open to all applicants Current members may reapply All applicants will be evaluated by interagency panel using common criteria Recommendations will be provided to DOI Secretary DOI Secretary will make final appointment decisions NGAC Charter must be updated every 2 years – current charter will be updated by January 2010

24 NGAC Review Criteria (2007) General Criteria: Committee membership should reflect a balanced representation of the viewpoints of the diverse interests involved in national geospatial activities and the development of the NSDI Committee membership should reflect geographic balance and experience with multiple sectors of the geospatial community Specific Criteria: Members should effectively represent a constituency or community of interest Members should have a record of significant accomplishment and be recognized and respected within their fields Members should be able to speak authoritatively on geospatial matters and communicate complex issues to a broad audience in a simple manner Members should have a collaborative, consensus-building approach

25 Draft Schedule June 2009:Call for Nominations (45 days) July:Compilation/analysis of nominations August:Interagency Review Panel – rating/ranking of nominees September:Review Panel recommendations submitted to DOI Office of the Secretary October:Appointment package (with updated Charter) submitted to Office of Secretary December:Appointments & Charter approved/signed Jan 28, 2010:New appointments take effect (Note – DOI is reviewing internal FACA appointment process. NGAC process could be revised based upon review)
