08/21/2002"INFORMATION ONLY"6 NSBF Pre-Solicitation Conference §Contract Restructuring l 10 Year Period of Performance l Award Fee / IDIQ l PBC l Innovative Technical, Business, and Management Approaches l Cost Effective l Smooth Transition or Phase-in l Industry's Comments on the DRFP Are Critical

08/21/2002"INFORMATION ONLY"7 NSBF Pre-Solicitation Conference NSBF Contract Approach §Simple contract with simple standards. §100% performance based, the Government says “what”, the contractor says “how”. §Overall contract objectives are determining factor for successful performance and all SOW performance and metrics map to an overall objective. The cost and performance benefits of PBC will not be realized unless all barriers to the contractor’s ownership of performance for the customer are removed.

08/21/2002"INFORMATION ONLY"8 NSBF Pre-Solicitation Conference Contract Type §The NSBF Contract will be: l Cost-Plus-Award-Fee (CPAF) l Indefinite Delivery/Indefinite Quantity (IDIQ) §Separate Fixed-Price Phase-in Contract §Possible 10 Year Period of Performance

08/21/2002"INFORMATION ONLY"9 NSBF Pre-Solicitation Conference Contract Type Continued §CPAF - A cost-plus-award-fee contract is a cost- reimbursement contract that provides for a fee consisting of (a) a base amount (which may be zero) fixed at inception of the contract and (b) an award amount, based upon a judgmental evaluation by the Government, sufficient to provide motivation for excellence in contract performance.

08/21/2002"INFORMATION ONLY"10 NSBF Pre-Solicitation Conference Award Fee Plan §The Plan Will Reflect the Approach of the Contract §The Government Will Issue the Draft Plan with the Release of the RFP

08/21/2002"INFORMATION ONLY"11 NSBF Pre-Solicitation Conference Contract Type Continued §ID/IQ or “task order contract" means a contract for services that does not procure or specify a firm quantity of services (other than a minimum and/or maximum quantity) and that provides for the issuance of orders for the performance of tasks during the period of the contract. §A portion of this effort is ID/IQ

08/21/2002"INFORMATION ONLY"12 NSBF Pre-Solicitation Conference Phase-In & Transition §Phase-In l 30 Day Period Current Contract Remain in Place Hiring, Training, Preparing for Day 1 §Better Idea ?? l The Government will entertain all suggestions/plans for a better phase-in Seamless Transition Partnering

08/21/2002"INFORMATION ONLY"13 NSBF Pre-Solicitation Conference Source Selection Process §Formal Source Selection Procedures l FAR 15-3 & NFS l Award Based on Initial Offers §Evaluation Factor Riddle l The Cost\Price Factor is Significantly Less Important Than the Combined Importance of the Mission Suitability Factor and the Past Performance Factor. As Individual Factors, the Cost\Price Factor and the Past Performance Factor are Slightly Less Important than the Mission Suitability Factor §Innovation-Synergy-Excellence

08/21/2002"INFORMATION ONLY"14 NSBF Pre-Solicitation Conference Cost Realism §Requirements for Other than Cost and Pricing Data §Cost Realism Assessment l Reflects understanding of the requirement l Adequately priced the technical approach l Un-priced elements of cost l DCAA forward pricing rate recommendation §Price Factor Evaluation §Mission Suitability Adjustment for Cost Realism
