2 Working Group 8 – E9-1-1 Best Practices  Description: service is a vital part of the nation's emergency response and disaster preparedness system and service reliability is vital to public safety and consumer wellbeing. As such, during CSRIC II, and before that NRIC, a substantial body of voluntary best practices was developed to promote reliability best practices are vital to maintaining a dependable and efficient infrastructure.  This Working Group will review the existing CSRIC/NRIC best practices and recommend ways to improve them, accounting for the passage of time, technology changes, operational factors, and any identified gaps. As part of this effort, the Working Group will also provide recommendations regarding the creation of two new non- industry best practice categories: (i) Public Safety Answering Point (PSAP) and (ii) Consumer. As well, the Working Group will provide recommendations regarding how to better engage PSAPs in the best practice process.  Finally, this Working Group is tasked with modifying and/or developing new best practices that will support communication providers in preparing for natural or manmade disasters. These best practices will ensure that communication providers are able to restore service quickly in the aftermath of a disaster.  Duration: Disaster Best Practices – June 6, Best Practices – December 5, 2012

Working Group 8 – Subteams E9-1-1 Disaster Best Practices Co-Chair – Lien Dao/AT&T Co-Chair - TBD  This working team is tasked with modifying and/or developing new best practices that will support communication providers in preparing for natural disasters. These best practices will ensure that communication providers are able to restore service quickly in the aftermath of a disaster. This includes how traffic might be prioritized in such situations. Working Group 8 - Current Work Activity  Data collection for existing and CSRIC II E911 Best Practices  Collection of Best Practices referenced in E911 outages reported into the Network Outage Reporting System (NORS)  Review of past NRIC/CSRIC Final reports for any outstanding recommendations or work activities 6

Working Group 8 - Work Completed  Compiled list of existing Best Practices related to E911 from the ATIS Best Practice website. Used keywords of 911 and 9-1-1, PSAP, etc. to establish review list.  FCC PSHSB provided Best Practices referenced by service providers in Final NORS reports under the following data fields:  Applicable Best Practice that might have prevented the Outage or reduced its effects  Best Practices used to mitigate effects of Outage  NRSC Best Practice Tutorial  Distribute Best Practices and supporting documentation to WG8 participants  Identified committees and leadership 7

Working Group 8 - Next Steps  Best Practice review process and validation process  Identify any BP gaps and/or concerns recognized by Working Group 8 and forward to appropriate CSRIC Working Group for consideration  Begin work on WG8 Report 8
