Re-Certification of CHAMP TSPs The basis of TSPs re-certifying in CHAMP is 2- fold: to determine how each TSP is handling shipments to ensure each CHAMP TSP is educated on the HTOS & recent changes to the program

Re-Certification Process Occur in 2 phases: once contacted, TSP will provide GSA with information on how it is handling shipments under CHAMP (HHG common carrier, freight forwarder, agent for van line, etc.) each TSP will be provided a questionnaire geared towards recent changes/updates

Re-Certification Process  Approximately 50 questions  Questions will be T/F or multiple choice  Tests/questions will differ What I Do & Do Not Know  Required score to pass  Consequences to poor scoring  Time line to begin

Policy Change to FMR; Transportation Mgmt; Transportation Reporting Background:  Government-wide transportation study in 2009  Lack in several areas (accountability for outbound transportation, limited transparency into actual expenditures, & inexperience in procurement methods)  Inadequate research in the acquisition/selection of TSPs  Limited training/expertise to transportation management.  GSA study in 2012  Identified a need for reliable transportation data  Across all Government agencies

The Final Rule Recommendations:  Federal agencies report transaction level transportation data.  No duplication of data that is already provided to GSA’s Audits Division.  The Federal Interagency Transportation System (FITS) will be used to capture agency’s submission of data for --- freight, cargo, household goods (contract or tender).  An FMR bulletin will be provided to agencies identifying the submission process. Outcome:  Enable agencies to make decisions using factual information.  Enable GSA to develop enhanced transportation programs which are more efficient, cost-effective, and sustainable.

Quick Items to Note  All rates effective November 1, 2015 have been loaded and are active in TMSS (Transportation Management Services Solution).  As of January 1, 2016 GSA will no longer accept paper 3080s (Household Goods Carrier Evaluation Report).  GSA’s Acquisition Gateway: a 1-stop shop for Government-wide information related to all stages of acquisitions; marketing research, pricing, contract vehicles, communities of practice and program management.  Available only to agencies (currently)  Public access is scheduled for completion by qtr end
