Mess Deck Master-At-Arms (MDMMA) - CS1(SS) Foster

MDMMA Responsible for maintaining good order and discipline on the mess decks and responsible spaces. (Primary) The XO will detail the MDMMA to the CS division when the activity’s structure does not specifically provide a permanent CS for the job. Assignment shall be no greater than 120 days Can also be detailed as a mess cashier

Duties & Responsibilities Afloat: Maintain all spaces and equipment in the serving line, scullery, and food waste handling areas except the areas under the cognizance of the watch captain. Coordinate food service attendant assignments with the Leading Culinary Specialist for serving food, maintaining and cleaning of spaces and equipment, scullery operations, waste disposal, vegetable preparation and storeroom maintenance. Muster food service attendants daily, and inspect personnel thoroughly for neatness and cleanliness. Supervise cleaning of mess decks and gear, serving line, and scullery.

Duties & Responsibilities Afloat (cont’d): Ensure scullery operation follows current instructions. Inventory twice a month and maintain adequate general mess gear to ensure sufficient quantities are available for serving periods. Administer a training program for food service attendants that covers approved sessions on sanitation, scullery operations, and food handling. Maintain order and discipline in assigned areas. Monitor headcount by using an appropriate hand-held counter.

Duties & Responsibilities Ashore: Supervision of contract Food Service Attendants, if appropriate. Supervise the signing and control of the Meal Signature Record (NAVSUP Form 1291) and the Cash Meal Payment Book (DD Form 1544) to ensure proper procedures are followed. NOTE: The shore facilities that have the Maximus Program (Point of Sale Program) are not required to use the DD 1544 or NAVSUP Form 1291, but must monitor the Maximus Program. Prepare the Recapitulation of the Meal Record (NAVSUP Form 1292).

MDMMA Resources Appendix K, MDMMA Handbook, is everything you could need including FSA inspection sheets, daily routines, inventory sheets, etc. Leading CS/CSLPO – they should be constantly utilized as sources of information, guidance, and should be kept abreast of all happenings during the work day

Access Control As the MDMMA, you are responsible for ensuring only authorized patrons subsist from the GM One of the ways to do this, is the maintenance of the Meal Signature Log (NAVSUP Form 1291). If used, they should be prepared prior to the meal and staged accordingly Most shore facilities utilized the Common Access Card (CAC) to ensure: A member is either entitled to RIK, or on COMMRATS Verify the members social when entering the facility and that they are the person on the I.D.

NAVSUP Form 1291 This form is used to record the headcounts for RIK patrons. It starts with their signature, and also includes their command name and the last four of their social security number. This number, as well as the name should be verified when a patron shows their I.D. (required). Most facilities are automated with Common Access Card (CAC) systems.

Meal Recap The second way a MDMMA monitors headcounts is by completing a Meal Recapitulation (NAVSUP Form 1292) It’s a basic summary of the overall headcount for the meal broken down by categories (RIK, Cash Sales) and sub-categories (Navy, Marines, Army, Reserve, Mids, etc.). These can also be utilized as Mass Feeding Chits, for a large group of sailors that are expected, such as an afloat unit whose mess is shutdown and is subsisting from the GM (shore)

NAVSUP Form 1292 This is, as it’s name suggests, a recap of the meal based on headcount numbers. They are recorded based on RIK numbers and Cash Sales numbers, which are further broken down by categories such as Navy, Marine Corps, ROTC, Mids, etc.

GM Cashier The MDMMA can in some instances be detailed as the General Mess Cashier This responsibility makes him responsible for Meals Sold for Cash via the NAVSUP Form 1544 (Cash Meal Payment Book) Most facilities are automated with a CAC card system which automates the 1544 as well. These functions are only performed ashore; afloat units utilize the NAVSUP Form 1046 (Meals Sold for Credit) for officers, all enlisted are on RIK.

NAVSUP Form 1544 This form is used to record information, much the same as the Signature Record, however it is used for Cash Sales. It records name, command, last four, and then the charged amounts including the meal rate, and surcharge (if applicable). This is then totaled at the end of the meal for headcount and cash drop purposes. Most activities have automated this task via Common Access Card (CAC) systems. (ashore)

Summary The MDMMA’s role as a leader & manager is critical to the proper execution of meals and the maintaining of standards during workings hours. An MDMM should be very well versed on the contents of Appendix K, P-486 as well as in constant dialogue with the LCS/CSLPO. As well as maintaining the mess decks and managing FSAs, MDMMAs can sometimes be detailed with being a Cashier, a critical job unto itself with maintaining the integrity of GM funds.
