3 Statutory Charter of OHFB “The intent of the Healthy Oregon Act is to develop a…comprehensive plan, based upon the principles…of this…Act, that meets the…goals of the program.” The Board “shall develop a comprehensive plan to achieve the Oregon Health Fund program goals.”
