Lagos EKO Secondary Education Project Effective Date - November 2009 PROJECT OBJECTIVE The development objective of the Lagos EKO Project is to improve the quality of Public Junior and Senior Secondary Education in Lagos State.

COMPONENTS 1.0 Promoting Secondary School Effectiveness through School Development Grants 1.1 Secondary School Development Grants 1.2 Secondary School Performance Awards 1.3 Public-Private Partnership Grants in Technical Education.

2. Enhancing Quality Assurance for Junior and Senior Secondary Schools. 2.1 Standardized Testing for Secondary Schools. 2.2 Strengthening Teachers’ Professional Development

Research Questions  Is the project achieving its intended objectives?  Can the changes in outcomes be explained by the project, or are they the result of some other factors occurring simultaneously?  Do project impacts vary across different groups of intended beneficiaries (students, males, females, teachers, administrators), and districts?  Are there any unintended effects of the program, either positive or negative?

At the initial stage no impact evaluation was designed because the methodology chosen will not rule out confounding effects in order to establish causality. Impact Evaluation Methodology The evaluation design will be based on robust quasi- experimental methods, and will include some qualitative work to complement the quantitative assessment. We intend to match data on a number of characteristics between similar public and private schools in Lagos State. Disaggregation of data by school performance, gender, districts etc.
