-Pre Disaster Mitigation (PDM) -Hazard Mitigation Grant (HMGP) -Flood Mitigation Assistance (FMA)/ Repetitive Flood Claims (RFC)/ Severe Repetitive Loss (SRL)

» Jurisdiction must have a FEMA approved PDM plan to apply. » All regular projects must have a Benefit Cost Analysis completed with a Benefit Cost Ratio of 1.0 or higher. (with the exception of acquisition’s of $276, total project costs; elevations $150, total project costs.) » All regular projects must go through an environmental review with consultation from State and Federal stakeholders.

» National annual competitive fund to mitigate natural disasters before an incident » Must hold FEMA approved PDM Plan » Up to $3 million per project max Federal » 75% Fed Share – 25% local match (cash/soft/ in kind) » Projects must go through a comprehensive environmental review and be completed 3 years after sub award is awarded. » 2015 appropriation $25 Million » 90 day application period

» A Post-Disaster program: three categories for applicants 5%, 7%, regular projects. » Dollars awarded based on total disaster damages (15% of the total disaster damages, that is what makes up the 75% federal share) » Applications are reviewed at region 8 by people who know the state well. » The state has more control over this grant program. » 1 year application period from the date the disaster was declared. (FEMA is requesting that we complete applications and submit them as soon as possible)

» The Biggert-Waters Flood Insurance Reform Act of 2012 eliminated the Repetitive Flood Claims and Severe Repetitive Loss programs and made the following significant changes to the FMA program: » The development or update of mitigation plans shall not exceed $50,000 Federal share to any Applicant or $25,000 Federal share to any sub recipient and » There is no longer a restriction that a planning grant can only be awarded not more than once every 5 years to a State or community. » Congress appropriation 2015 $150 million » 90 day application period

» HMGP: has to be a Presidential disaster declaration for state to receive these funds. We do not have large disasters like the costal communities. This grant funding is usually very small for Montana, and we have had not had disasters since 2014 flooding. » PDM: last few years the budget has been significantly cut from 2010 when $100 million was appropriated to 2015 when $25 million was appropriated. This makes it difficult to compete for such a small amount of money. Application times have also reduced. 180 days was the application time. Now reduced to 90 days. This makes compiling a detailed application difficult. » FMA : FEMA has made it to where they will not accept acquisition or elevation of any structures other than SRL/ RL. This limits Montana on applications since we have very few SRL/ RL.
