Goals EO 4 specifies that each affected entity must develop a sustainability and environmental stewardship program, including green procurement. The program must include specific projects and programs designed to reduce the public health and environmental impacts of the activities and operations for the agency or authority. In a Nutshell

How?

Government purchasing is the most important force in the entire global economy. Government purchasing represents 20 percent of the annual Gross National Product. It is very structured. It influences others. With Purchasing Power HOW?

EO 4 Procurement Directive Interagency Committee annually identifies: 3 priority categories of commodities, services or technologies. 12 priority items within each category Specifications developed to be used for the issuance of new contracts and new solicitations and for procurement under existing contracts UNLESS an exception applies. Lists created that are made up of priority commodities, services and technology that are available under existing procurement arrangements that satisfy the requirements of this order. What is Green Purchasing? Purchasing products and services that have a reduced negative impact or increased positive impact on the environment and human health compared to traditional products. Save money Reduce resource use Reduce Waste WHAT?

Criteria for Green Purchasing Toxin Avoidance for the protection of public health & the environment, including children Pollution Prevention – emissions Content - made from a sustainable resource or recycled material Energy Efficiency and Water Conservation End of Life Provisions – take-backs, recycling WHAT?

Paper Directive Affected entities are directed to purchase copy paper and janitorial paper and other paper supplies that are: Composed of 100% post- consumer recycled content and process chlorine free.

Paper Directive All agencies are directed to print all publications on 100% post- consumer recycled paper. Non-recycled content shall be derived from a sustainably- managed renewable resource to the extent practicable, unless the cost of the product is not competitive.

Recycled Janitorial Paper Contracts While not yet 100% post-consumer, these contracts come close to meeting the EO: Facial Tissue - Group – Award RS 100% recycled, 95% postconsumer content, Processed Chlorine Free (PCF) (pre-dated EO4) Napkins – Group – Award RS 100% recycled 70% postconsumer content, PCF (pre-dated EO4) Toilet Paper – Group – Award RS 100% recycled, 20% postconsumer, PCF

Form, Function and Utility Does the product or service meet either agency specifications or industry standards which may be applicable? Are deviations from specifications minor? Will the product or service suffice, or substantially meet the minimum agency requirements for function and performance? Are start-up lead times and performance standards reasonable, necessary and within accepted commercial practices?
