Solana Beach LUP History 3 : City coordinated with Stakeholder groups and prepared/submitted draft Land Use Plans (LUP) March 2012: CCC approved LUP with 156 additional Suggested Modifications February 2013: City Council adopted LUP incorporating all CCC Suggested Modifications: Concurrently directs City Staff to prepare amendments to clarify policies relating to private beach stairways, bluff top development and shoreline protection. May 2013: City Council approved sending LUP Amendment to CCC for processing. 3
LUP Amendment Background 4 Intended to strengthen and clarify LUP policies by providing additional details regarding intent. Furthers important City goals to move development away from the coastal bluff edge. Proposed amendments developed in conjunction with CCC and interested stakeholders. Amendments contains substantive & editorial changes to the Certified LUP. 4
Purpose of LUP Amendments 5 Clarifies future opportunities for public access on private beach stairways when feasible and reasonable and when located on a public easement or public property. (Policy ) Clarifies allowable/intended uses for Sand & Public Recreation Impact Mitigation Fees (Policy 4.49) Requires feasibility analysis for alternatives to all bluff retention device projects. (Policy 4.52)
CCC Staff Report 6 CCC Staff recommending approval subject to 12 suggested modifications. CCC Staff modifications include both substantive and non-substantive changes to the LUP. Substantive modifications include the following: Bluff Top Redevelopment definition revised 20-year seawall permit life provision changed to life of structure it protects or structure design life Addition of two new seacave and bluff notch repair solutions using erodible concrete 6
Conclusion 7 LUPA will correct and clarify policies regarding bluff top development and shoreline protection. City of Solana Beach requests approval of proposed LUP Amendment as recommended. Thank you
