Describes the redesign clearly o Provides the justification to proceed o Estimates the financial impact o Comprehensive, yet easy to understand Components o Critical organizational issues  Related to goals and objectives from strategic plan o Critical success factors  Stated as outcomes of objectives o Case for action  How this supports the mission statement

Set up a redesign review committee o Most organizations use a redesign review committee to evaluate requests o Many smaller organizations rely on one person instead of a committee  Not a good idea o The mission of the group is to evaluate the feasibility of requests and set priorities

Services o How will the project result in better services?  How will the results be measured? Costs o Will the proposed redesign reduce costs? Where? When? How? How much? Time and Resources o How long will the redesign take? o What is the anticipated lifespan? o What resources will be required?  Financial, human, and technical resources Discretionary vs. Nondiscretionary Issues

Who are stakeholders? o Anyone with a vested interest in the redesign project Who are the key stakeholders? o Those people who actually prevent or help deliver a successful outcome for the redesign What are the most common success criteria for stakeholders? o Marketing, training, and changes to working practices

Employees Senior management Customers Suppliers Neighbors Resource providers Government Opinion leaders

Active opposition Passive opposition No commitment Passive support Active support

Ignorance Awareness o newsletters, memos, briefing papers Understanding o discussions, team meetings, roadshows Support o consultation, debate, feedback Involvement o early incorporation, compromise, share confidences, collective problem-solving Commitment

1 – must not be taken for granted 2 – this support is vulnerable and could be lost 3- commitment needs to be increased if possible 4 –it may never be possible to move them to support the project; neutralize them
