OVERARCHING GOALS FOR RENEWAL PROCESS 1.Provide clear and timely feedback 2.Reduce the amount of back-and-forth between ED and States 3.Appropriately identify and involve key people from ED and the SEA at the right time during the process 4
RENEWAL REVIEW PROCESS – CURRENT STATUS SEAs updated their approved ESEA flexibility requests by responding to the renewal guidance and providing additional information March 31, states submitted renewal requests – which are currently under review 5
RENEWAL REVIEW PROCESS There are 3 structured touch points with ED 1.Completeness Check (some of these have taken place) - Call with OSS State Program Officers to discuss: a.Specific items that are missing, particularly those that may take more time to complete b.Specific items that need clarification in order to complete the review. 2.Staff Call plus - between each SEA and OSS staff to discuss areas for revision or follow-up (call followed by ) 3.Web-Ex with Conference Call - between SEA leadership and SEA staff and Department leadership and OSS staff to discuss areas for revision or follow-up to result in final version of renewal request. 6

Possible call with ED staff to discuss missing info and clarifications 4. Staff level feedback call to discuss issues that need to be addressed and clarifications needed 5. follow up to summarize issues from staff-level call 6. WebEx with conference call 7. ESEA Flex Renewal Requests decision
STEP 1: COMPLETENESS CHECK
ACTIONS FOR STEP 1: COMPLETENESS CHECK If you have any questions or concerns, feel free to contact your program officer. All renewal requests are currently under review. Contact with your program officer should have already occurred if items were missing or incomplete Timeframe Program Officers (POs) Participants From ED PO will contact SEA about missing content or content needing clarification and next steps. SEA submits additional information or provides clarification Outcomes 9

STEP 2: STAFF CALL PLUS
ACTIONS FOR STEP 2: STAFF LEVEL FEEDBACK CALL PLUS 12 Rolling basis from mid – May through end of July Timeframe Program officers (POs) and OSS leadership Participants From ED ED shares all areas needing revision or clarification related to the request PO will follow up with an outlining conversation State has option to submit revisions back to PO in advance of Web-Ex call on agreed-upon time frame ED will schedule a time and date for Web-Ex Conference Call Outcomes

ACTIONS FOR STEP 3: AFTER THE WEB-EX Following the Web-Ex conference call, SEAs will submit a revised redline version of their request. ED deliberation on final submission SEA will be asked to submit clean request SEAs will receive formal notification through a letter from the Assistant Secretary. Once approved requests will be posted on ED’s website. 17
