ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Pile Driving/Pile Removal

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Pile use. Pile installation where a Steller sea lion may be present: If the action area is between Bonneville Dam and the mouth of the Columbia River, or outside of the Columbia River but within 10 nautical miles of a Steller sea lion haul-out, the following conditions apply: Pile driving may not begin if a Steller sea lion is within 1,200-feet of the pile being driven.Pile driving may not begin if a Steller sea lion is within 1,200-feet of the pile being driven. Pile driving must cease if a Steller sea lion approaches within 1,200-feet of the pile being driven.Pile driving must cease if a Steller sea lion approaches within 1,200-feet of the pile being driven. A biologist qualified in marine mammal identification will be on site during all pile driving and will notify the operator to cease operations if a Steller sea lion enters the 1,200 foot radius of the pile.A biologist qualified in marine mammal identification will be on site during all pile driving and will notify the operator to cease operations if a Steller sea lion enters the 1,200 foot radius of the pile.

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Pile installation. The following measures apply when ESA- listed fish are known or likely to be present during pile installation. Concrete, Steel Round < 24” diameter, Steel H-Pile < HP24, or untreated wood pile Whenever possible, use a vibratory hammer to install pile No impact hammer use when juvenile ESA-listed fish weighing less than 2 grams are likely to be present. Sound Attenuation Required when using impact hammer to drive or proof steel piles (Page 36)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Use tide cycles Dewater area Seasonal Timing Acoustic Isolation

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 If water velocity is 1.6 fps or less, surround the pile being driven with a bubble curtain, as described in NMFS and USFWS (2006), that must distribute small air bubbles around 100% of the pile perimeter for the full depth of the water column. (Page 37)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 If water velocity is greater than 1.6 fps, surround the pile being driven by a confined bubble curtain that must distribute air bubbles around 100% of the pile perimeter for the full depth of the water column. (Page 37)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Due to water depth there may be a need for multiple bubble rings. Rings should be no more than 20 in from the outside surface of the pile. The ring should be flush with the bottom substrate and attached to a frame. In a confined bubble curtain, spacers or pile guides should be included to keep the walls of the system from touching the pile being driven. (Appendix 7)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 In a confined bubble curtain the top of the system should have sufficient elevation above the maximum water level expected during pile installation such that when the air delivery system is adjusted properly, the bubble curtain does not act as a water pump. Pressure meters shall be installed at all inlets to aeration pipelines and at points of lowest pressure in each branch of the aeration pipeline. Flow meters shall be installed in the main line at each compressor and at each branch of the aeration pipelines at each inlet. In applications where the feed line from the compressor is continuous from the compressor to the aeration pipe inlet the flow meter at the compressor can be eliminated. (Appendix 7)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Performance: In Washington, unconfined bubble curtains have achieved a maximum of 17 dB attenuation and more typically range between 9 to 12 dB. Performance: In Washington, few projects have used confined bubble curtains so there is a lack of data. Based on performance in other locations, the effectiveness of a confined system could range from 9 dB to 30 dB. (Appendix 7)

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Pile removal. Whenever possible, use a vibratory hammer to remove pile; when attempting to pull pile up directly with a crane, vibrate or wiggle the pile with the crane (referred to as “waking up” the pile) to loosen the adhering sediments before extraction. To remove a non-creosote pile, make every attempt short of excavation to remove each piling. If a pile in uncontaminated sediment is intractable or breaks, cut the pile or stump off at least 3-feet below the surface of the sediment. If a pile in contaminated sediment is intractable or breaks, cut the pile or stump off at the sediment line or, if it breaks within contaminated sediment, make no further effort to remove it and cover the hole with a cap of clean substrate appropriate for the site. If dredging is likely where broken piles are buried, use a global positioning system (GPS) device to note the location of all broken piles for future use in site debris characterization. (Page )

ODOT Programmatic ESA Consultation on the Federal-Aid Highway Program (FAHP) User’s Guide Training, June-July 2013 Creosote Pile Removal Install a floating surface boom to capture floating surface debris. Keep all equipment (e.g., bucket, steel cable, vibratory hammer) out of the water, grip piles above the waterline, and complete all work during low water and low current conditions. Dislodge the piling with a vibratory hammer, when possible – never intentionally break a pile by twisting or bending. Slowly lift the pile from the sediment and through the water column. Place the pile in a containment basin on a barge deck, pier, or shoreline without attempting to clean or remove any adhering sediment. Fill the hole left by each pile with clean, native sediments immediately after removal. If a pile in contaminated sediment is intractable or breaks, cut the pile or stump off at the sediment line or, if it breaks within contaminated sediment, make no further effort to remove it and cover the hole with a cap of clean substrate appropriate for the site.
