NCLB vs. ESSA Every Student Succeeds Act – replaces the Bush Administration's No Child Left Behind Act – will change the way teachers are evaluated, and – leaves accountability goals up to the states.
NCLB Timeline Snapshot Date - September 16, 2015 Campus Reporting of Highly Qualified Teacher Compliance Report ( Highly Qualified Teacher Data) - Due Date November 18, 2015 LEA Public Reporting of Progress in Meeting Highly Qualified Teacher Requirements ( Highly Qualified Teacher Data) - Due Date December 16, 2015 Principal’s Attestation of Highly Qualified Teacher Requirements ( Highly Qualified Teacher Data) - Due Date December 16, 2015 End of Year Snapshot - June 15, 2016
Randomly selected 3 separate processes – Teacher Status Validation TEA validates LEA’s determination of HQ status Starts in October – Principal Attestation Validation LEA will submit principal’s attestation(s) as requested Starts after 12/16/15 – Parent Notification Validation LEA will submit copies of letter to parents notifying them that child was taught for 4 or more weeks by a teacher that wasn’t HQ Starts in late September Validation

Educator Certification Examination Retake Policy Change “good cause” waiver for exceeding 5 time max testing requirement – What is good cause? – Fee? – How often ask for a waiver? (thinking 1 year in between) – Submit request or go in person to request to the board?
Certification discussions Requirement for certificate renewal – No audits as of now but will possibly be starting – If can’t show proof of hours then can invalidate – If renewing a certificate that requires a license (ie. Cosmetology, plumbing, etc. ) that license must ALSO still have a valid license Chapter 231 proposal – if dual language and team teaching, the “English” teacher can be either ESL or Bil endorsed
Certification discussions Probationary certificates – possibly start issuing in more than 1 area – Effective date will be beginning of month certificate is issued – does effective date matter to us? Ie., contract validity Certification based on examination – thinking that may need to do more than just pass an exam in order to be able to get additional certificates. Looking at possibly creating an EC supplemental again
Appraisal ILD or AEL is required for T-TESS appraisers and must have certificate on file. – ILD will no longer be available after 1/1/16. – AEL certificate is available through Region 13 website. Must verify through the Texas Portal System each year that T-TESS appraisers have passed the certification exam before appraising. Board must approve all appraisers for T-TESS/T-PESS each year. Must have T-PESS certificate on file. – T-PESS certificate is through Region 13 website.
Preparing for Appraisal Process New School Districts implementing T-TESS/T-PESS Appraisal System AND current pilot districts – # administrators will need to be trained with T-TESS? (CO administrators, dean of instruction, HR, etc.) – # administrators will need to be trained with T-PESS?
