B.P.7, L Junglinster (Lux) Tél: Project progress We identify country by country the barriers of the development by analyse of the interactions of present barriers like Administrative barriers Technical barriers Financial barriers This part was important to permit the development of the biomethanisation channel, to increase interest of the different target groups (farmers, investors, associations and authorities) and to bring target group to involve in this potential channel.

Both participate and organise several actions like presentations, participation at exhibitions in the relevant countries in this period. In addition to this, the partners develop for the WP 6 the web site as the project communication platform

Listing of the development barriers of agricultural biomethanisation The technical, legal and economical arguments permitting the elimination of the barriers 1 There is a great difference between the potentially usable amount and the actually used amount of biofuels. Extended financial support incentives needed for RES implantation. 2 Obstructive parts in legislation for use of RES Improved and extended national energy policy assistance in implementing biomass-installations 3 Lack of proper capital and financial support Financial and legislative priority needed for RES 4 No regulated logistic system, therefore slow biofuel market start up Regulated logistic system needed 5 No regulated trade systemRegulated trade system needed 6 No regulated quality management system Regulated quality management system needed 7 No regulated tax credit system for use of RES. No will to give tax credit for green energy. Regulated and advantageous tax credit system needed

EU and national policies should further strengthen action plans towards all increased applications for biogas. Programmes for training of young farmers should obligatorily be introduced. Strong market introduction programmes are needed and should be monitored by the European Commission with specific evaluation.
