About TISE  Established in 1991 by Polish BISE Bank  Today- 100% subsidiary company of the French bank Crédit Coopératif (leading institution in European social finance ); since 2002 – founding member of FEBEA (European Federation of Ethical and Alternative Banks);  Until 2005, venture capital fund supporting the development of small entrepreneurship in Poland;  Since granting loans to social economy players as well as micro and SMEs; Since 2012 TISE operations have been also funded by EU Funds (JEREMIE) distributed by Bank Gospodarstwa Krajowego [National Economy Bank], total loan capital EUR 28 m, currently 15 regional programs in 9 voivodships;  Since 2013 TISE is also a partner of Bank Gospodarstwa Krajowego in the pilot project co-financed by the European Social Fund supporting the development of social economy, total loan capital of EUR 6m.

Social economy sector entities in Poland  NGOs (over 76,000 entities, including 6000 with economic activity);  Cooperatives: social cooperatives (over 1,300 were registered, still existing - estimation: over 600); cooperatives of disabled and blind people (ca. 300); cooperatives of employees (ca. 600);  Other institutions such as: ZAZ (Vocational Training Center) WTZ (Occupational Therapy Workshop ( 750); associations of local governments; ecclesiastical legal persons; limited liability and joint stock companies; sport clubs operating as non-profit companies.

ESF Loan fund – pilot project for social economy entities  It is a part of central support system for social economy;  Aimed at providing access to capital indispensable for further development;  It is a pilot project testing the financial revolving instrument before scaling up in the new programme (the policy tending to minimize grants and extend revolving financial instruments). 4

ESF Pilot Loan Fund– special features  Preferential conditions:  interest rate - 0,88%,  no charges, no commision, no extra fees;  For social economy entities running business activity min. 12 months before loan application delivery;  Free advisory services after loan granting;  Regional distribution (five macro-regions covering the whole territory of Poland, corresponding to the areas of operation of five Social Economy Centres);

ESF Pilot Loan Fund - objectives  Assessing the financial situation of the social enterprises based on the group of financed and rejected clients;  Determining the financial needs of the social economy entities;  Checking in practice the risk assessment methodology designed for the sector proposed by BGK.

ESF Pilot Loan Fund - objectives  Granting at least 251 loans by 30/06/2015 for the maximum total amount of ca. EUR 6 M; project deadline – December 2020;  Providing advisory services to at least 200 social economy entities by 30/09/2015; in total hrs,  total value of the de minimis aid – EUR 100 K;  Creating minimum 50 jobs;

ESF Pilot Loan Fund - TISE performance From March 2013 till October 2015:  380 loans granted for the total amount of over EUR 7.5 M;  320 organizations have been granted a loan / loans;  270 jobs created and sustained;  3,500 hours of advisory services;
