NRC BIODIVERSITY Rationale for the meeting NRC Biodiversity – 5-7 November 2012 EEA - COPENHAGEN Ivone Pereira Martins – EEA, - Head of Group, Biodiversity

Council conclusions (15/3/2010), endorsed by the European Council on 26/3/2010 European Union biodiversity and the ecosystem services it provides – its natural capital – are protected, valued and appropriately restored for biodiversity’s intrinsic value and for their essential contribution to human well-being and economic prosperity, and so that catastrophic changes caused by the loss of biodiversity are avoided Halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU contribution to averting global biodiversity loss Adoption of a long term (2050) vision and a mid term (2020) headline target

Six (interrelated)targets cover: Full implementation of EU nature legislation to protect biodiversity Better protection for ecosystems, and more use of green infrastructure More sustainable agriculture and forestry Better management of fish stocks Tighter controls on invasive alien species A bigger EU contribution to averting global biodiversity loss

AMP Biodiversity information systems Further develop the knowledge base partnership in support of the 2020 Biodiversity Strategy targets. To this end develop BISE version 1.0 integrating the CHM - support the Common Implementation framework. Continue to develop the Biodiversity Data Centre within the Inspire framework directive and other data, information and knowledge management frameworks.

AMP Biodiversity information systems Reinforce innovative services & tools of BISE along its components (Data, Topics, Policies, Countries & Networks, Research). Data component developed along the BD Data Centre, integrating all relevant data from other DCs. Under the Countries & Networks, country profiles will be produced and EC-CHM network and functions integrated. Consolidate the Ecosystem Assessments platform Integrate the GMES initial operations on land into the Eye-on Earth platform. Link BISE/EoE to be further developed Support the forthcoming strategy on Invasive alien species, including the implementation and extension of Naturewatch on the Eye on Earth platform. Expansion of EUNIS. Links to European and global data providers (GBIF, Lifewatch, Geobon, GEOSS)

AMP Biodiversity Reporting support to EU policy and legislation Continue support to the implementation of the Nature directives including the Natura 2000 data flow Reporting on conservation status of species and habitats (Art 17 Habitat Directive/Art 12 of the Birds Directive) Feed into the BD Target 1 & 2 activities Continued support to establishment of he EMERALD network

AMP Biodiversity Indicators Further develop Biodiversity relevant indicators based on experience with the SEBI2010 and adapt/adopt indicators and reporting methodologies to the needs of the 2020 EU and global biodiversity targets – as well as input to forthcoming 7th EAP, Europe 2020 flagship initiatives, in particular Resource Efficiency (Roadmap).

AMP Biodiversity Assessments Conduct comprehensive DPSIR-based assessments on BD trends & status, for selected ecosystems (Marine, coastal, water) or topics for SOER2015 Maintain the BD baseline as the European biodiversity reference benchmark Reinforce assessments of biodiversity in agriculture and forest policies ( + water framework directive & the marine strategy framework directive within a land based policy context) Ecosystems assessments in support of global and regionalized processes (TEEB, MA, MAES).

AMP Biodiversity Support to Global Policies Continue to follow the UN Convention on BD namely on the AICHI targets and respective indicator work, using experience from the SEBI model as a lead process on streamlining country–to-global indicators Support the IPBES global and regional development (and relate to the EU Mechanism for policy-science interface) Follow-up of GEOSS.
