2 Introduction This updates the presentation given at the October 23 meeting Draft CMP components of new CLRP provided to TPB Technical Committee for their November 2 meeting A Congestion Management Process (CMP) is a requirement in metropolitan transportation planning by SAFETEA-LU and the Federal certification of the TPB process Metropolitan long-range plans developed after July 1, 2007 must have a CMP –Need to develop the CMP in concert with the updated CLRP

3 Federal Regulation Overview “The transportation planning process shall address congestion management… …through a process that provides for safe and effective integrated management and operation of the multimodal transportation system… …based on a cooperatively developed and implemented metropolitan-wide strategy… …of new and existing transportation facilities… …through the use of travel demand reduction and operational management strategies.” [§ (a), Metropolitan Transportation Planning, Final Rule, Federal Register, February 14, 2007 – emphasis added.]

4 Federal Regulations, cont. “In TMAs designated as nonattainment for ozone or carbon monoxide, the CMP… …shall provide an appropriate analysis of travel demand reduction and operational management strategies…for the corridor in which a project will result in significant capacity increase for SOVs. …If additional capacity is warranted, the CMP shall identify reasonable strategies to manage SOV capacity safely and effectively… …Other travel demand reduction and strategies appropriate for the corridor, but not appropriate for the SOV facility itself, shall be identified. [§ (e), Metropolitan Transportation Planning, Final Rule, Federal Register, February 14, 2007 – emphasis added.]

12 CMP in CLRP Project Listings Implementing agencies submit congestion management documentation forms associated with major SOV projects Forms provide opportunities for agencies to identify demand management strategies benefiting the SOV project More such information will be encouraged in the future The ability for these projects to refer to Commuter Connections and other ongoing programs helps ensure SAFETEA-LU compliance

13 Addressing Travel Management Subcommittee October 23 Comments Status of CMP development –CMP components of the CLRP; comments received –CMP Technical Report Adapt TERM and Commuter Connections processes to address CMP needs –Ensure use of information on regional impacts of Commuter Connections Program; staff met with Commuter Connections Subcommittee to discuss –Staff look at TERM process will continue –Use the TERM and Commuter Connections documentation processes (demand management) to advise better documentation of operational management activities Improved compilation of information on Congestion Management during construction phases of major projects

14 Addressing Travel Management Comments (Cont’d) Travel Management to advise updating the Congestion Management form in the Call for Projects to reflect updated CMP requirements –Forms and associated instructions distributed today to begin discussions –Should CMP eligibility criteria and related information be revised? How? Get local jurisdictions’ inputs on Congestion Management activities they may be pursuing in their jurisdictions, but which may not be reported regionally –Supplementary will explore a CMP form to local governments, questions designed to get information from them –Include local TDM activities undertaken by developers
