City of Phoenix Utility Coordination & Inspection

Annual Permits Annual permits are issued to Utility Companies for emergency work, lane closures, and for reoccurring minor facility maintenance work in public rights-of-way. Annual permits are also issued for locating existing facilities for design purposes.

Annual Permits 48 hour advance notification required  Special Circumstances – Call Area Chief Construction Inspector Emergency annual permit – 48 hour notice not required  Utility Company needs to call the area inspector to declare an emergency  Contractor needs to call in the work to Inspections Office asap

Alley Work All alleys in the downtown area are considered commercial which requires a pre-construction meeting with the downtown inspector and also requires a tracs permit. The utility company is required to obtain a permit when crossing an alley if the alley is paved or BST treated. If the alley is BST treated, you are required to backfill with ABC or ½ sack slurry and restore all cuts with 2” of hot asphalt.

Utility Permit / Inspection If your job is 100% in the PUE and you are not installing any above ground structures then the utility company does not need a permit and the contractor does not need to notify utility inspections. If any portion of the job is in the right-of-way or above ground structures taller than 36 inches are being installed, the utility company is required to obtain a permit and notify utility inspections. Do not assume that because you are behind sidewalk that you are out of right-of-way. The utility company is responsible to verify where the right-of-way ends.

Utility Permit / Inspection ½ sack 8” slump slurry is sufficient to backfill excavations In the City of Phoenix, sewer laterals are considered private all the way up to the tap at the sewer main so the City is not responsible to locate them.
