Content Heading WASTE FORUM Overall Purpose of LGA Review The Local Government Association wishes to ensure that: The Local Government Sector is well placed to contribution to the SASP Targets in the area of Waste Management The State Government adequately recognises and supports the Local Government Sector’s role The Local Government Sector is influential in the future policy setting by the State Government
Content Heading WASTE FORUM Specific Aims of the Review for the Local Government Sector The six month review ill aim to assist the Local Government Sector in the following ways: To understand better how well it is currently placed in contributing to the overall objectives of the State by determining - what constitutes best practice how best practice might be extended across the Sector
Content Heading WASTE FORUM Specific Aims of the Review for the Local Government Sector (Cont’d) To understand better the opportunities and constraints particularly - with reference to aspects where there is a high component of waste to landfill Considering the difficulties facing Rural and Regional Councils
Content Heading WASTE FORUM Specific Aims of the Review for the Local Government Sector (Cont’d) To be able to present to the State Government how it can best support the Local Government Sector (including financial support) and/or reduce or remove impediments to the Sector achieving the best results for the State
Content Heading WASTE FORUM Principles to be Applied to the Review The Review will be owned, overseen and managed by the Local Government Sector The Review will seek the co-operation and input of the State Government and its various agencies Existing Local Government Managers and Practitioners will have maximum opportunity to contribute to both the assessment of the current situation and to possible future directions
Content Heading WASTE FORUM Principles to be Applied to the Review (Cont’d) The Review will respect all arrangements with respect to commercial confidentiality and will aim to engage – with the assistance of Councils – commercial providers in its fact fining and analysis Where soundly based agreements can be reached – either within Local Government or with State Government – along the way, they will be put forward for consideration without awaiting the final outcome of the Review
Content Heading WASTE FORUM Principles to be Applied to the Review (Cont’d) The role of the community in assisting the Local Government Sector will be of primary concern and given particular attention by drawing on the experience of Councils in South Australia and elsewhere The Review’s recommendations will emphasise practicability of implementation
Content Heading WASTE FORUM Next Steps The immediate next steps are as follows: Formal sign-off by the Local Government Association of the Review brief Initial Meeting of the Steering Committee to agree on the conduct of the initial fact finding phase Formal communication to all Councils that the Review has commenced and including details of how they can contribute to the Review Initial interviews with key Local Government and State Government people
Content Heading WASTE FORUM Conclusion Waste Management is an area of core Local Government experience and expertise The SASP Target provides an opportunity for the Local Government Sector to show significant leadership to the community The Review will hopefully position the Sector in the strongest possible way to achieve just that
