PORT IMPROVEMENT PROJECTS AT SAN LUIS/SAN LUIS RIO COLORADO CONGRESSIONAL BORDER BRIEFING PHOENIX, ARIZONA NOVEMBER 3, 2015 A Key Gateway for Trade, Tourism and Growth

Current Situation  Binational community of more than 350,000 people  60%+ of sales tax comes from Mexican shoppers  Congestion at San Luis I continues to escalate particularly for Southbound traffic  US and Mexican governments have exchanged diplomatic notes to allow cars at San Luis II  CBP CIP includes $90+ million for improvements at both San Luis I and II in 2019

Cars at San Luis II  GSA Master Plan for San Luis II includes the design for the processing of cars  True long-term solution to congestion at San Luis I and the downtown area  City and local/regional stakeholders prepared to help advance this aspect of the San Luis POE System Solution

Regional Support Unanimous local and regional support: “On behalf of the cities of San Luis, Somerton and Yuma, the Cocopah Indian Tribe, Yuma County, the Greater Yuma Port Authority, the Greater Yuma Economic Development Corporation and the Yuma Metropolitan Planning Organization we are writing to seek your support in helping to advance a project critical to our region which is the inclusion of cars at the San Luis II port of entry.” February 12, 2015 Unanimous local and regional support: “On behalf of the cities of San Luis, Somerton and Yuma, the Cocopah Indian Tribe, Yuma County, the Greater Yuma Port Authority, the Greater Yuma Economic Development Corporation and the Yuma Metropolitan Planning Organization we are writing to seek your support in helping to advance a project critical to our region which is the inclusion of cars at the San Luis II port of entry.” February 12, 2015

Investment at San Luis II  Avenue E has been widened to 2-lanes in both directions (approximately $3 million)  Allows for better traffic management in the future and offers lane separation for cars and trucks  Addresses a critical concern of federal agencies

Yet the long-term goal of permitting cars to cross at San Luis II remains a top priority for us. We stand ready to work with you and the Department of State as we seek to advance the crossing of cars at San Luis II.” September 8, 2015 Letter to State Department on recent Infrastructure Improvements: “ These two projects alone represent close to $15 million in investments by Arizona to improve the port of entry system at San Luis. Next Steps for San Luis POEs  Car traffic growing significantly and long delays, particularly southbound, are detrimental to the community  San Luis I in need of many upgrades and improvements to maintain functionality  San Luis I landlocked - Long-term solution is to allow cars to use San Luis II  Aggressively supporting $90+ million funding request included in CBP CIP
