PRIIA 305 Diesel Electric Locomotive Specification Independent Review Larry Salci February 15, 2011 Washington, D.C.

Introduction Technical Subcommittee developed and completed a technical specification for a Diesel-Electric on December 16, 2010, for approval by the Executive Board Executive Board created a Review Panel consisting of FRA, Amtrak, and States (stakeholders) to determine: Did Specification as produced meet the technical design, performance and operational objectives? Did the Specification development process undertaken by the Technical Subcommittee meet the inclusive process requirements of PRIIA? Review Panel retained a support consultant, Mr. Larry Salci, to assist the Review Panel in its responsibilities Mr. Salci’s report concluded PRIIA S305 Diesel-electric locomotive specification is deficient in format and content and does not meet all the Requirements Document objectives Mr. Salci recommended the Executive Board table the action to approve at its February 15, 2011 meeting and refer the Specification back to the Technical Subcommittee for corrective action

Scope of Report The Executive Board of the NGEC established a Technical Subcommittee to perform the following three tasks: –Task 1. Develop Specification that addresses specific design objectives and requirements and conforms to PRIIA mandates; –Task 2. Summarize the Diesel-electric Locomotive Specification in a manner that provides the Executive Board the information necessary to determine that the Specification complies with all PRIIA requirements and is ready for approval; –Task 3. Document the methodology by which the Specification was developed, reviewed, edited and approved by the Technical Subcommittee to verify inclusive industry participation

Summary of Recommendations Mr. Salci’s summary of his Review Panel recommendation for Specification revisions and additions: –The need to incorporate a chapter titled Project Management –The need to expand the chapter on Test Requirements –General need to increase level of specification detail, including cross- referencing of requirements to achieve integration among chapters –The need to develop measurable reliability objectives and requirements (MDBTF) and specific component reliability requirements (MDBCF) –The need to define a standardization process to be incorporated into the specification Mr. Salci believes these corrections are necessary to ensure specification clarity for Contractor and enhance the ability of the Customer to verify the design objectives, performance and operations criteria, and test requirements, especially for a performance based specification.

Summary of Recommendations (Cont’d) Mr. Salci recommends the Locomotive Specification follow the same outline and level of detail as both the Bi-level and Single-level passenger car specifications ( Working Group standardization process recommendation), albeit tailored to the Locomotive characteristics. Mr. Salci recognizes substantial work was completed and the technical specification requirements for operational and functional performance and material specifications criteria are substantially defined.
