Cost Containment Measures National Treasury Instruction 01 of 2013/2014 for Departments and Public Entities including Schedule 3&4 of PFMA:Treasury Instruction 01 of 2013/2014 Intention is to contain Operational and Non-Essential Expenditure; Implementation thereof is from 01 January 2014; No appointment of consultants unless approved by the Accounting Authorities ( Boards) ; Accommodation of personnel not to exceed R including meals and parking; No sleeping out for duty unless when radius is more than 500 KM from the SETA Offices No catering for internal Meetings of the SETA
Cost Containment -Continued No payments for Team Building exercises; Minimum number of people to travel to projects and provinces; Stakeholders are called to support the SETA in implementing cost-containment measures; Implication is that AgriSETA personnel will travel when absolutely necessary; Meetings and visits will be synergized to avoid duplication of costs; and Public Institutions will mostly be utilised as venues for Road Shows,where practically possible.
Expenditure Ceiling for 2014 On February 2013,Cabinet approved expenditure reduction measures for a number of Departments and Public entities including SETAs: The purpose of this is that Public entities should contribute to achieving Government priorities; In DHET: Government priorities for post School education and Training are: In DHET: Government priorities for post School education and Training are: Operationalisation of new FET College campuses; Student funding for technical and Vocational Education; Bursary Support through National Student Financial Aid Scheme; Implementation of the National Senior certificates for adults learners; and Turnaround intervention for Walter Sisulu University.

White Paper on Post-School Education and Training On 16 January 2014, the Minister : DHET launched the above white paper: FET Colleges now become TVET Colleges; There will be an establishment of Community Colleges; Concerted effort on disable students ; National Skills Authority role to change into monitoring of the SETA’s performance; SETAs and NSF to support public Institutions in skills development; Certain functions of SETASs will be collapsed together, e.g. Skills Planning and SCM; Significant restructuring and clustering of SETAs after 2016 will occur.
